Adds an Out of Scope bullet to LP-0022 stating that view-only LEZ private accounts (viewing balances/activity without spending keys) are not required, but support is optional. Mirrors the existing NFT wording.
Watch-only addresses were removed from scope in 90690fe; this clarifies that view-only private LEZ accounts may still be implemented.
