feat: add support for custom runners in reusable workflows

Adds an optional runs-on input (default ubuntu-latest) to reusable-ci.yaml and reusable-test.yaml, with jobs now using runs-on: ${{ inputs.runs-on }}.

This allows callers to fan out across operating systems, e.g.:

strategy:
  matrix:
    os: [ubuntu-latest, macos-latest, windows-latest]
uses: luxass/shared-workflows/.github/workflows/reusable-test.yaml@v0.11.2
with:
  runs-on: ${{ matrix.os }}

Docs updated in reusable-ci.md and reusable-test.md. Fully backwards compatible.
