CI: extend to test Meson version 1.9, 1.10, and 1.11 - #906

No surprises expected here, but it may be worth keeping up with our policy of testing with all the supported Meson versions. We may start thinking about dropping support for old Meson version. We currently support Meson back to version 0.64.0, released November 6, 2022 (with the 0.64.1 patch release on November 22, 2022). Meson 0.64 is still relatively recent compared to the oldest supported Python version, which is 3.10, released October 4, 2021, with security support through October 2026. Debian oldstable (bookworm) has Meson 1.0.1 and Python 3.11.2, and Debian stable (trixie) has Meson 1.7.0 and Python 3.13.5. Supported versions of faster moving distributions have Meson 1.7.0 or later. Bumping the minimum required Meson version to 1.0 would only allow to save one CI job. Bumping the required Meson version to 1.7.0 would allow to remove some conditional test skip and about half the current CI jobs. Unless CI resources become a problem, there is not much to gain.

I agree there's not much to gain from dropping support for many versions; I think I'd be fine with moving to 1.0, since that's a nice lower bound - and it's hard to imagine anyone still needing 0.64
