Resolves #1272

Summary of Changes

This pull request introduces the fundamental Google Play Services Nearby Sharing (Quick Share) AIDL interfaces, data parcels, and service implementation:

• AIDL Service Interface (INearbySharingService.aidl):

egisterSharingProvider / unregisterSharingProvider

egisterSendSurface / unregisterSendSurface

egisterReceiveSurface / unregisterReceiveSurface

• setAccount, setDeviceName, setVisibility
• getDeviceName, getVisibility
• Result Callback Interface (ISharingCallback.aidl):
  • onResult(in Status status) callback definition for asynchronous surface registration.
• Parcelable Device Target (ShareTarget.java):
  • Encapsulates discovered peer metadata (ID, device name, type [Phone, Tablet, Computer], image URL, directionality).
• Service Implementation (NearbySharingServiceImpl.java):
  • Handles service dispatch and state management for device name and visibility settings.
• Unit Test Suite (ShareTargetTest.java):
  • Validates property parsing, identity comparison, and parcelable contracts.
