This updates http-client-java Node.js dependencies to current versions and keeps dependency constraints consistent across the package and its generator test projects. The goal is to avoid drift between root dependency versions, peer ranges, and test override pins.

• Dependency version bumps (root package)

  • Updated devDependencies in packages/http-client-java/package.json (including Azure TypeSpec tooling, Vitest, TypeScript, and API Extractor packages).
  • Refreshed packages/http-client-java/package-lock.json to match the new dependency graph.

• Constraint alignment in published surface

  • Updated peerDependencies in packages/http-client-java/package.json to match the corresponding updated root versions while preserving semver range style.

• Generator test package consistency

  • Updated overrides in:
    • packages/http-client-java/generator/http-client-generator-test/package.json
    • packages/http-client-java/generator/http-client-generator-clientcore-test/package.json
  • Synced Azure TypeSpec package pins with the updated root package versions.

• Release/changelog metadata

  • Added Chronus change entry under .chronus/changes/ with changeKind: dependencies for @typespec/http-client-java.
