Description of the new feature / enhancement

This stems from the duplicate detection agentic workflow which posts a comment indicating duplicates when it has high confidence. This comment contains information about the workflow run including the PR number, which model was used, AI Credit usage, and a link that opens a search for issues that were found to be duplicates.

This information being in the comment isn't necessary for the use case and generates noise

Proposed technical implementation details

1. Remove (surfaced automatically for mainainer review - this issue has not been closed).

• The comment being posted by github-actions indicates that it has been posted automatically
• The issue remaining open inicates that it has not been closed
• The Needs-Triage label indicates the need for maintainer review

2. Remove the Generated by block and consolidate into the templateTemplate: msftbot/duplicate/surfaced by [Duplicate Surfacing](<link-to-run>)

• The PR number of the current PR is not needed, reviewers know it's for the PR they are reviewing
• The model used is not needed, it can be found in the run details if necessary
• The AI Credit usage is not needed, it can be found in the run details if necessary
• The issue search link is not needed, reviewers can manually navigate / search if necessary

3. Re-word the guidance for maintainers and focus it more for contributors opening the issue

• Maintainers generally know how to close issues as duplicate, so guidance is not necessary
• Issue submitter can review the duplicates themselves to lighten the load on maintainers
• Ask the submitter to review these issues to see if they are duplicate, but retain the note that older or curated issues are preferred as canonical
