Phase-2 modernization, rebuilt on top of merged #14 so the content diff against current main is phase-2-only.

  • Ruff migration: ruff replaces black/flake8/pylint for formatting and linting (new ruff.toml; pre-commit switches to ruff-pre-commit v0.17.1). CI gains a lint job -- this repo's CI never enforced lint before. The lint venv installs bare ruff (unpinned, per the standing canary policy). I001 import sorting adopted; test/test.py and test/TPC-H.py reformatted.
  • Catch2 FetchContent pin v2.13.8 -> v2.13.10.
  • Dev Dockerfile drops pylint/black, which the lint toolchain no longer uses.

Supersedes #13: same phase-2 content, rebuilt on the merged main instead of the pre-#14 base.

…ased head c7097405 (mlin branch use-in-loadable-extension-3.4), web pin to b611980 (post-PR-mlin#9 main), drop CMAKE_POLICY_VERSION_MINIMUM shim; int64_t binding fixes for SQLiteCpp 3.4.0 overload set
…e casts

The 12 static_cast<int64_t> call sites from the SQLiteCpp 3.4.0
modernization are replaced by flipping the 25 declarations behind
them (inner-DB page/dict/job variables and the internal parameters
carrying them) to int64_t, applied consistently along each value's
path. VFS boundary signatures keep sqlite3_int64. Behavior proven
identical locally: 36,338 test_exe assertions in both versions,
pytest 6/6 (test_tpch in CI's Docker job), clang-format clean.
