It would appear that the junit Jenkins plugin is substantially faster than the tap plugin. I have begun an experimental branch and ci job to play around with a junit reporter and see if it can improve the reliability + speed of jenkins.
If this does work out I think it will be a good idea to explore a similar reporter for the node test suite.
