Note on https://nodejs.org/en/blog/release/v4.2.1/ it says ARMv6 32-bit Binary: Coming soon. They take longer to compile so get promoted after some delay. As a general rule expect up to 24 hours (although often as short as 6 hours if the releaser remembers).
@nodejs/website re https://nodejs.org/en/download/ where there is a link to a ARMv6 binary for v4.2.1 at the moment. You could use exactly the same logic to build that table as is used in https://github.com/nodejs/new.nodejs.org/blob/master/scripts/helpers/downloads.js for the release blog posts. When @jasnell promotes the ARMv6 binary later today the website will be rebuilt anyway (it's triggered by an updated index.tab file), so you can afford to statically build this table based on what's in the download directory for that version at that moment.
