P1 Badge Keep CodeQL init and analyze on the same release

Update the init action alongside this change: it remains pinned to v4.37.8 on line 33 while analyze is now v4.38.1. .github/dependabot.yml:45 explicitly records that these actions share versioned state and must change together, so every CodeQL workflow run will combine incompatible action revisions and can fail or produce invalid analysis instead of publishing the required security results.
