perf(web): the pull requests page compiles with the React Compiler

The pull requests page was one of the last large web files the React Compiler refused to compile. It had 12 bailouts: a try/finally, a ||=, a mutated value, refs read during render, and a default parameter the compiler could not reorder. It also carried 50 hand-written useMemo/useCallback calls.

All manual memoization is gone. The derived values that a memoized child, an effect or a hook keys on now live in four small "use memo" hooks (the page scope, the query filters, the grouped rows, and the displayed rows), so the compiler caches them. Refs that only mirrored the latest render became useEffectEvent reads. Handlers that need one identity across renders use useStableCallback: the row ref callback, the close-sweep starter, and the speed-action handler. The stats effects read arrived stats through an effect event, so new stats no longer re-run the effects that request them.

The effects that only copied query answers into state (the page reset, the snapshot adoption, the ordered and loaded rows, the merged stats, the host list, and closing the topbar search) now adjust state during render, keyed on the answer they came from. The localStorage snapshot write stays in an effect, since it is a real external write. The host invalidation no longer wraps its await in try/finally, because atom commands settle into results and never throw. The file is now on REACT_COMPILED_FILES, so lint enforces the compiler rules on it.

Behaviour change: none intended. The list, partitions, stats and snapshots take the same values as before, and they settle one render earlier because they no longer wait for an effect pass.
