ApprovabilityVerdict: Would Approve Macroscope's review found this PR approvable — This is a localized connection-state bug fix with a focused regression test, changing no schema, deployment, security, billing, or product defaults. A separate unresolved Medium-severity finding flags that a disconnect may consume the notification key and hide the prompt after reconnect. Needs human approval because:

Problem
Immediately after launch or relaunch, a cached provider update notice can offer Update before the environment's WebSocket connects. Clicking it fails with " is not connected"; waiting a few seconds and retrying succeeds.
Change
Keep Update disabled until the environment is connected. Refresh the existing toast when connection readiness or permissions change. For grouped local-environment notices, use the primary environment's actual connection state and disable Update and Retry until each environment is connected, including after the existing settling grace expires. Keep update candidates and notification keys stable across reconnects so the notice stays visible.
The shared notification covers web and desktop. Other update entry points already check connection readiness.
Scope and approval
This qualifies as a small, focused fix for an obvious bug: the offered action requires a connection that does not exist yet. It uses the existing connection state and notification lifecycle, without a new setting, timer, retry mechanism, or backend behavior.
Verification
vp test run apps/web/src/components/ProviderUpdateLaunchNotification.logic.test.ts: all 16 tests passed. The added regression verifies that the notification key stays stable through connecting, ready, disconnected, and error states while update readiness follows the connection. The recording shows the shared web client starting against an isolated dev server, with a cached provider notice and a held WebSocket handshake. Project, thread, environment, and provider data are synthetic. The successful provider update response is simulated; no installed provider was changed. Packaged desktop relaunch and a real CLI installation were not exercised.
