fix(usage): preserve Claude monthly spend after hub refresh - #23523
With a CLIProxy usage source configured, refreshing limits makes Claude's "Monthly spend" row disappear. The hub report has session and weekly limits but no spend, and account deduplication keeps the newest report's whole limits object, so the newer hub read drops windows only the native report has.
Change
usageLimits.ts now merges limit windows by ID, taking the newest report for each window, instead of replacing the whole set. Account metadata and credit/redemption selection keep their existing rules.
Scope and approval
Fixes#23057. The issue isn't triaged yet; this is a small, focused fix (one merge function in packages/shared) for the bug it describes.
Verification
New tests in usageLimits.test.ts reproduce the hub refresh hiding monthly spend and check all six merge orders of three partial reports. 7 fail without the fix, all pass with the fix.
vp run check:changed passes (44 tests, lint, typecheck); vp run --filter @t3tools/web build passes.
Not checked: a live Claude/CLIProxy account or the rendered clients.
Code by gpt-6.1-sol (xhigh) in Codex CLI. PR description written with Claude Code (Opus 5.5).
Macroscope's review found this PR approvable — This focused usage-limit fix preserves monthly Claude spend when a newer hub snapshot omits that window, while still selecting the freshest value for each reported window. It is localized to account aggregation and includes regression coverage for partial reports and merge ordering.

Walkthrough
Usage-limit merging now selects windows independently by kind, ID, and report timestamp instead of taking the full window list from one account report. Tests cover retaining omitted windows, selecting newer reports regardless of input order, and distinguishing window kinds that share an ID.

collectLimitAccounts retains the window with the later checkedAt for each kind and ID. Tests cover partial reports, input-order permutations, and different window kinds that share an ID.
Preserving the monthly spend row fixes the disappearing-row bug. However, an old retained window that has already reset can make the mobile widget show no usage at all, even though a fresh report exists. Address this before merging, or explicitly accept it.

Do not use an expired pooled reset as the provider expiry.
subscriptionUsageProps includes every pooled reset in the provider-level expiresAt. After this change retains an older native window, its expired reset can make expiresAt earlier than the current time. The mobile widget and iOS timeline then hide all provider windows, including fresh hub windows.
Fix this in apps/mobile/src/widgets/subscriptionUsageSnapshot.ts and its timeline contract. Track freshness per window, or exclude expired retained resets using the actual render or timeline time. Add a regression case to subscriptionUsageSnapshot.test.ts.
