fix(desktop): built-in browser follows the OS language instead of en-US - #23736
The desktop build ships only the en-US Chromium locale pak, so every page in the built-in browser runs as en-US whatever the OS language is. With a French OS, navigator.language and the default Intl locale are en-US, and <input type="date"> expects mm/dd/yyyy. Typing 03/04/2026 (3 April) silently stores 2026-03-04 (4 March).
Drop electronLanguages: ["en-US"] from the electron-builder config so all 55 Chromium locale paks ship again. Chromium picks the closest pak to the OS language, so pages get the user's language and date formats, as in Chrome.
Leave a comment where the setting was, so nobody trims the locales again to save space, and add a test that the config doesn't set it.
Raise the Windows packaged-file budget from 80 to 140. Electron's Windows build has 55 locale paks, so shipping all of them pushes the unpacked app past 80 and the release check fails. Main's payload passes at 80 or fewer, so 54 more files stay under 140. The budget (perf(desktop): speed up Windows update installation #6169) exists to catch loose dependency trees, which run to hundreds of files, and still does. docs/operations/release.md says 140 now.
Update the ElectronApp.systemLocale and DesktopBridge.getSystemLocale comments. Their reason (only en-US ships) no longer holds. The method itself still matters because Chromium's locale drops a separately set region.
Size cost: Electron 44.9.3's locales/ folder is 8.7 MB on Linux x64 (du -sh node_modules/electron/dist/locales). My two Linux builds went from 450.8 MB to 459.6 MB unpacked, measured with du -sb.
Scope and approval
A small fix for the bug in #23719: one line of packaging config, plus the Windows file budget it would otherwise trip. T3's own text stays English. Anything that formats with the default locale now follows the OS language: pages in the built-in browser, plus T3's own number and date formatting where it doesn't pass a locale.
Verification
The screenshots below come from builds of e67b115. The branch is now rebased onto main as bdab2a9; the rebase changed only comments, and Electron is still 44.9.3, so I didn't rebuild.
Linux x64, unpacked dir build of main and of this branch, run under Xvfb with LANG=fr_FR.UTF-8 LANGUAGE=fr_FR:fr and a throwaway T3CODE_HOME. In the built-in browser panel I opened a local test page, clicked the date input and typed 03042026.

On macOS the date input already followed the French day/month order on main in this setup, so that part of the bug didn't reproduce here. I set French per app, and the reporter set it for the whole system, which may explain the difference. The navigator.language and Intl part did reproduce, and this PR fixes it. With the Mac's own setting (en-IN, no override), this PR gives en-GB and 03/04/2026. The menu bar stays English.

Not run: a Windows build. A Windows cross-build on Linux stops at a native step, so the new 140 budget is checked against the arithmetic above, not a real Windows payload. The release build's own payload check would fail loudly if it were wrong.
Macroscope's review found this PR requires human approval — The production packaging change removes the en-US-only locale restriction, changing default browser language and locale-sensitive formatting for existing users. Because this changes product defaults, the change requires human review.

Explanation
The title names the main change: the built-in browser now follows the OS language instead of being pinned to en-US. It uses the conventional commit format, and the change matches the raw summary and the objectives. The title is short, specific, and free of file lists or vague terms.
Full details: Description check
Explanation
The description follows the template. It has Problem, Change, Scope and approval, and Verification sections, each with substantive content. The Problem section gives the bug, the expected behavior, and the reproduction steps. The Change section lists the packaging, test, budget, and comment changes. The Scope section links issue #23719 and explains why the fix is small. The Verification section gives Linux and macOS results, names the tests run, and states that a Windows build was not run. It also names the model and harness used. The description is complete and specific. One gap: the Scope section does not link a maintainer approval comment, so the scope claim rests on the author's own justification.

Explanation
The changed files support [#23719]. They remove the Chromium locale restriction, add a packaging regression test, update locale comments, and raise and document the Windows payload limit required for the additional locale files. No unrelated product behavior is demonstrated.
Full details: Linked Issues check
Explanation
The packaging change removes the electronLanguages: ["en-US"] restriction and adds a regression test for that configuration. This supports the language and date-input fix in [#23719]. However, the updated comments state that Chromium can drop the OS region, and the reported result is fr, not the issue's required fr-FR. The test does not verify navigator.language, the default Intl locale, site language preferences, or date-input parsing.
Resolution
Preserve the OS language and region for built-in browser content, including fr-FR for a French fr-FR system. Add automated coverage for the browser locale, default Intl locale, site language preferences, and date-input behavior.

@juliusmarminge this fix ships all 55 Chromium locale packs instead of only en-US. On Linux x64, the extra 54 packs total 8,881,752 bytes, about 8.88 MB of installed disk space. Every desktop install ships the extra packs, including English users. The compressed download increase hasn't been measured.
The before/after evidence above verifies the browser language and default Intl fix on Linux and macOS, plus the date-input fix on Linux. Windows hasn't been tested.
The desktop build kept only the en-US Chromium locale pak, so every page
in the built-in browser got en-US for navigator.language, the default Intl
locale and date inputs. Ship all locale paks again (about 9 MB on Linux).

Electron's Windows build has 55 locale paks. Shipping all of them pushes
the unpacked app past the 80-file budget, which fails the release. Main's
payload is at most 80 files, so 54 more stay under 140.

Add coverage for the packaged locale files.
The Windows build already validates the real win-unpacked output and rejects payloads above 140 files. However, the tests use a synthetic payload with no Chromium locale paks, so they do not detect missing locale files or establish the real payload's margin below the limit. Add representative locale files or an artifact-level Windows check.
