Problem

Fixes #15954. On macOS French AZERTY, Cmd+Option+Shift+A can produce key: "Æ", code: "KeyQ". The shortcut matcher assumes the physical US letter Q when Option hides the layout's letter, so the advertised appearance shortcut does not run (or a Q binding wins).

Change

Use the browser's keyboard layout map for macOS Option-modified symbols. Keep ordinary Latin event.key precedence, explicit symbol matching, and existing physical fallback when the map is absent or non-Latin. Refresh on layout changes without blocking startup, and discard stale async results. Settings shortcut recording uses the same mapping.

This applies to the web client and Electron's shared web UI, including command dispatch and Settings recording. No server, wire contract, provider adapter, mobile navigation, or persisted shortcut migration changes. The map is read on the client, so local and remote environments use the keyboard where the user is typing. Browsers without the Keyboard Map API retain the existing behavior; this does not claim to fix their unavailable layout information. API reference: https://wicg.github.io/keyboard-map/.

• Before implementation, a focused regression with A and Q bindings failed: the captured event incorrectly resolved to sidebar.toggle (Q) instead of appearance.cycle (A).

After: the first replay changed it to Light; the next changed it to Dark. The fixture and server were removed after verification. No OS keyboard settings or live T3 data were changed.
• This is captured-event replay, not native physical French keyboard or packaged Electron validation. No provider turn was submitted.
