Fixes #24114. Claude accounts signed in with claude setup-token (CLAUDE_CODE_OAUTH_TOKEN) never appear in Usage → Limits. The token lacks the profile scope, so get_usage returns rate_limits_available: false and T3 marks the account unsupported, which also drops every streamed reading. Their turns do stream all windows in rate_limit_info.unifiedWindows, an @internal field the pinned SDK does not type.

Summary

 checkClaudeProviderStatus
   claudeUsageResponseToLimits
- rate_limits_available false → unsupported
+ rate_limits_available false, tokenSource is CLAUDE_CODE_OAUTH_TOKEN[_FILE_DESCRIPTOR]
+ → probeFailed + "Limits appear after this account's next turn."
+ otherwise unchanged (API key, Bedrock, ANTHROPIC_AUTH_TOKEN stay unsupported)

 ClaudeAdapterV2 rate_limit_event
   claudeRateLimitEventToUpdate
- top-level rateLimitType + utilization only (absent for setup tokens → nothing)
+    every window in unifiedWindows, each decoded on its own   → { windows, complete: true }
+ then the event's own top-level window overrides its entry (the CLI can skip refreshing the snapshot)

 applyUsageLimitsUpdate
+ complete update clears a failed probe; unsupported still short-circuits

resolveUsageLimitsAfterProbe already keeps published windows through a later probeFailed probe, so once a turn has reported, the bars survive provider refreshes.

Evidence

Ran end to end against two real setup-token Claude instances (Claude, dar) on isolated dev state, headless.

  • Before: after a turn on each instance, only Codex shows. No Claude section, no notice.
    before
  • After, at startup: each setup-token instance shows a notice instead of disappearing.
    after startup
  • After, one turn each: Session and Weekly bars for both accounts.
    after turn
  • After a provider refresh: the readings stay.
    after refresh

Tests, each red on main first:

claudeUsageResponseToLimits
  setup-token source + rate_limits_available false → probeFailed; no token source → unsupported
claudeRateLimitEventToUpdate
  event captured from a setup-token turn (no top-level utilization) → five_hour 20%, seven_day 59%, complete
  top-level five_hour 75% vs snapshot 25% → 75%, seven_day still read from snapshot
one malformed snapshot window → skipped, the valid ones kept
applyUsageLimitsUpdate
complete update clears probeFailed (and works with no previous), leaves unsupported alone

vp run check:changed: format, lint, knip, typecheck (29 packages), tests all pass.

Merge Danger

Door: two-way

complete is an optional field on a server-internal update; older readers ignore it. Reverting restores the previous behavior with no persisted state to migrate.

Blast Radius: Claude-limits

  • Every Claude account now reads unifiedWindows, not just setup tokens. For subscription logins that already worked, a turn now also refreshes the windows the event didn't name, and clears a transient probeFailed so the bars survive the next failed probe instead of vanishing.
  • The event's top-level window still wins over the snapshot, matching fix(server): update all Claude unified usage windows #14441, so the two should rebase cleanly in either order apart from the mapper conflict.
  • Codex never sets complete; its path is unchanged.
  • After a server restart a setup-token account shows the notice again until its next turn.

Related: #24119 targets the same issue with a broader auth gate; #14441 parses unifiedWindows for already-supported accounts.

Claude Opus 5.5 in Claude Code (via T3 Code); end-to-end run by GPT-6.1 Sol in Codex.

Accounts signed in with `claude setup-token` cannot read limits through
get_usage, so they were marked unsupported and left out of Usage > Limits.
Their turns stream every window in rate_limit_info.unifiedWindows; read
those, keep the accounts waiting for a turn instead of unsupported, and let
a full streamed reading clear a failed probe.

Approvability

Verdict: Approved at 23db670

Macroscope's review found this PR approvable — This is a focused Claude usage-limit bug fix that preserves existing unsupported-account and Codex behavior while adding validated streamed-limit handling for setup-token accounts. The shared update field is optional and backward-compatible, with targeted tests covering the new paths.

Walkthrough

Claude setup-token usage responses and streamed rate-limit windows now update usage-limit state. Complete updates can replace a failed probe state. The documentation describes when setup-token limits appear and how long the last reading remains available.

Streamed unifiedWindows entries are mapped, with the event’s own value taking precedence for a matching window. Setup-token unavailable responses report probeFailed, and provider paths pass tokenSource. Tests and documentation cover these behaviors.

Explanation

The description clearly explains the problem, implementation, scope, verification results, test coverage, and observed end-to-end behavior. It references issue #24114 and documents merge risk. Although it uses custom headings instead of the template headings and does not state explicit maintainer approval, the required information is mostly present.

Full details: Linked Issues check

Explanation

Issue #24114 requires setup-token Claude accounts to show a notice before a turn, show streamed session and weekly limits after a turn, and retain those limits between turns. The PR maps both setup-token sources to probeFailed with a next-turn notice, decodes all valid unifiedWindows entries, applies the event window override, and marks the update complete. Provider-core handling clears probeFailed for complete updates and preserves published windows after later failed probes. Tests cover the source gate, streamed windows, malformed entries, override behavior, persistence, and unsupported accounts.

Full details: Out of Scope Changes check

Explanation

The changes support issue #24114. The complete contract field and provider-core handling support reliable application of Claude streamed windows. Tests and usage documentation cover the requested behavior. Other Claude authentication sources retain unsupported handling. No unrelated change is demonstrated.

Claude's minute usage probe currently answers without rate limits, so it
publishes probeFailed limits with no windows. Streamed rate_limit_events
from any Claude turn refilled the windows but kept the probeFailed marker,
so the next probe discarded them again and the composer pill blinked.

Carry the blink fix from open upstream PR pingdotgg#24128: ProviderUsageLimitsUpdate
gains an optional `complete` flag, applyUsageLimitsUpdate drops the
unavailable marker on a complete update, and the fork's unified-windows
mapper marks a rate_limit_event that carries the account's full snapshot
as complete. Sparse updates keep the marker, as upstream requires. The
setup-token account work in pingdotgg#24128 is not carried.

Tested this on a headless Linux arm64 setup and it works.

Setup: T3 0.1.3-nightly.20261024.3617 built from source with this PR applied, Claude Code 2.1.310, Claude signed in with a claude setup-token token through CLAUDE_CODE_OAUTH_TOKEN.

  • Before any turn, Usage → Limits shows the "Limits appear after this account's next turn." notice instead of leaving Claude out.
  • After one Haiku turn, the Session and Weekly bars appear. They matched /api/oauth/usage read with a full login at the same time (session 12% in both; weekly 8% vs 9%, read a few seconds apart).
  • The bars stay after server.refreshProviders.

The rate_limit_event from this token had rateLimitType: "five_hour" but no top-level utilization; the numbers were only in unifiedWindows. So both halves of the change are needed here.

One small thing that doesn't affect us: when an event has a top-level utilization but no resetsAt, the top-level window replaces the unified entry and drops the unified resetsAt. On a first update, with no earlier reading to fall back on, that window has no reset time. #24119 keeps it with resetsAt ?? unifiedReset.

We're carrying this patch until it lands. Thanks for the fix.

Kevin now watches plan usage from a Linux taskbar monitor, so the fork
pill and popup go, along with the pingdotgg#24128 blink carry and the failed-probe
usage read built for it. Every touched upstream file is back to upstream.

Verified in a real dev environment

Partial verification only. The Claude setup-token fix remains unverified because this VM has no authenticated Claude account. No code changes or pushes.

  • Read the description, diff, and discussion. Checked GitHub main 15fe2832727893cbdd2214383f9f971474849695 in a separate worktree, installed with vp i, and started the real dev server in the background. Added a local project through the web UI pointing at the real repository. A real Codex gpt-6.1-sol turn returned VERIFY_MAIN_OK.
  • Stopped main before starting exact PR head 18ffef8e17c10b3778eedecb99f0adf0beb928da, again with vp i and isolated state. Used Playwright from the repository and /usr/bin/google-chrome to add the project, select gpt-6.1-sol, and send two real turns. Responses were VERIFY_PR_OK and VERIFY_FOLLOWUP_OK in the same thread.
  • Settings → Providers → Refresh provider status completed. Codex remained available; Claude correctly remained unauthenticated. Usage → Limits opened on both revisions. Both showed Codex: Codex could not read usage (JSON-RPC -32600)., so this proxy cannot prove Codex limit readings either.
  • Ran the existing focused tests through Blacksmith: vp test run apps/server/src/provider/claudeUsageLimits.test.ts packages/provider-core/src/server/usageLimits.test.ts. Both files passed, 20 tests total. These are supporting checks, not proof of the live Claude path.

claude is unauthenticated in the running pr client

Not verified

  • The original setup-token bug could not be reproduced on main. No CLAUDE_CODE_OAUTH_TOKEN or file-descriptor token is configured, and claude auth status reports no login.
  • Consequently, the PR startup notice, Session/Weekly bars from a real Claude unifiedWindows event, preservation after provider refresh, and restart behavior remain unverified. A real subscription setup token is needed to run that scenario. No mocks, fabricated events, fixtures, or demo turns were used.
  • Subscription-login Claude, API-key/Bedrock/proxy Claude limits, and Codex subscription limits were not exercised with valid accounts.
  • Native iOS/Android, Electron, macOS, Windows, remote relay, and tunnel behavior were not exercised on this Linux web-client run.

Verdict: unable to verify the changed behavior here. Passing focused tests and successful Codex turns do not establish that the Claude fix works.

hitting this on all 4 of my machines (win/mac/2x ubuntu), all on setup-token auth. no claude card in limits on any of them, phone app too. get_usage comes back rate_limits_available: false but the windows are in the stream every turn. can test a build if you need someone
