fix(devices): keep devices listed when simulator discovery fails - #25971
Unproven: stopping stuck simctl subprocesses remains upstream in expo/expo-device-hub#464. This PR does not change the hub version.
When iOS simulator discovery fails, T3 replaces the last device list with an empty list. A hung hub instead gets a generic network error after 15 seconds. Onboarding can then suggest installing a runtime that is already installed.
Keep the last known iOS devices when the hub reports a simctl listing failure, while still refreshing platforms that succeeded. Give device discovery 40 seconds so a hub with the proposed 30-second simctl timeout can report its cause first. A T3 timeout now shows a discovery warning and retains the last inventory. A clean successful list still removes missing devices and clears warnings. Onboarding reports failed discovery when a warning affects that platform, while preserving the other platform's setup guidance.
This uses internal discovery metadata and existing host warnings. No wire contract changes. It leaves the warning-detail formatting in #25248 separate.
The inventory and warning corrections are submitted under the focused obvious-bug exception in CONTRIBUTING.md: a failed enumeration should not be treated as a successful empty inventory or a missing runtime. The scope stays within existing device discovery, host warnings, and setup guidance.
No maintainer approval comment is recorded on the issue. The intentional device-list timeout change from 15 to 40 seconds awaits human review before merge, as Macroscope notes. This leaves time for the proposed upstream 30-second simctl timeout to report its cause.
Validation on e0677767d49c1c78f9161b68b7a49f38578848cf: 36 focused tests, four affected package typechecks, and RAYON_NUM_THREADS=2 vp run check:changed passed on corex. The regression tests failed on baseline e923627, then passed with the fix. The pinned expo-device-hub 0.19.0-canary-20261023-1357114 on shiv returned seven simulators while healthy and an empty simulator list plus the CoreSimulatorService error with an isolated xcrun failure. The shared simulator service was not paused. Browser evidence uses Helium on physical corex and replays those exact responses through an isolated T3 server. Before is baseline e9236274a3a6e0c731a7df4092db1e686f039068; after is e0677767d49c1c78f9161b68b7a49f38578848cf. Refresh with the failure drops all seven rows before, retains all seven after. A hung response shows a network error at 15 seconds before, a hub-specific warning with all rows retained at 40 seconds after. Successful recovery clears the warning. Native desktop shells were not separately launched; onboarding guidance is covered by unit tests.

The service regression failed on e0677767d49c1c78f9161b68b7a49f38578848cf, then passed after the matcher correction. All 37 focused tests and RAYON_NUM_THREADS=2 vp run check:changed passed on corex. Independent review found no further issues. The recordings below remain from e0677767d49c1c78f9161b68b7a49f38578848cf and cover the unchanged ordinary failure, T3 timeout, and recovery behavior. Delivery of the proposed upstream warning and subprocess cleanup remain unproven with the pinned hub.

When simctl hung, the hub's device list timed out after 15 s and the host
was marked failed with a generic network error. When simctl failed at once,
the hub's empty simulator list replaced every known iOS device, and setup
suggested installing a runtime.
Device listing now waits 40 s, longer than a hub-side 30 s simctl timeout,
and a timeout reports that the hub did not answer. A timeout or a hub report
that simctl could not list devices marks those platforms incomplete, so the
host stays ready, keeps its last devices for them, and shows the warning
until a later listing succeeds. Setup no longer blames a missing runtime
when discovery reported a problem.

Macroscope's review found this PR requires human approval — This is a targeted device-discovery fix that preserves known devices during simulator or hub failures and adds regression coverage. It also changes the production discovery timeout from 15 to 40 seconds, making the default wait behavior a material product-default change for human review.
