Problem

On unfolded Android layouts, composer height depends on the navigation style. Growing its padding alone also leaves fixed-radius corners and small controls inside the taller bar at larger text sizes.

Change

Use the actual Android split-layout state for both One UI and Material. Derive the resting composer height from navigation sizing, keep its corner radius at half that height, and use the same text-scaled row size for send, attachment, model, and voice controls. At app text 16 pt the resting target is 56 dp; at 22 pt it is 77 dp, with 61 dp controls. Multiline text reserves space above the enlarged controls.

Dictation shares the row height and padding, including its flip animation. Compact phone/cover layouts and narrow single-pane windows retain their existing sizing. iOS geometry, messaging, and stored preferences are unchanged.

Scope and approval

Alex requested this focused correction after #25758 merged and supplied feedback on the larger composer's corners and send button. It addresses one Android split-composer sizing problem and qualifies as a small visual bug fix without a prior issue. No new setting, contract, provider, transport, web, or desktop behavior is added. No maintainer approval is claimed.

Verification

Rebased onto main at 7e713926cd81 (head 9601ab802d). All three patches remain equivalent; composer geometry is preserved. The native comparisons retain their recorded capture revisions below.
vp run check:changed passed formatting, lint, knip, and both affected typechecks. The existing layout and floating-tab tests passed: 28 tests across two files. No cosmetic UI test was added.
Fresh matched native Android 17 captures using Fold8 display geometry and Google Android firmware, Iris Dark, app text 16/22 pt, and synthetic Moonbase Terminal data. Both navigation styles were checked in split view and at 22 pt on the compact cover display. The cover control bounds and visible send-circle size are unchanged.
The comparisons below isolate this review update: before is the previous PR head 0828639; after is b5f855a. The resting bar retains its navigation-matched height while its ends become a pill and its controls grow. A multiline draft was also exercised without submitting it. All 15 screenshots passed privacy OCR.
Dictation was exercised with an interactive presentation-only fixture: fixed 0:12 timer and zero audio levels. No audio was recorded and no speech service was called. The fixture is excluded from the commit. The clip shows the transition into and out of dictation at 22 pt; its black recorder letterboxing alone was cropped, preserving all 42 frames and their timestamps.
Physical Pixel hardware, OS freeform/split-screen transitions, and iOS were not exercised. Narrow-window behavior follows the existing responsive split-layout decision.
