fix(web): PR links at launch open the PR view with the local environment disabled - #26099
With the local environment disabled, project discovery never settled: allReachableShellsLiveAtom required a primary environment in the catalog unless the app was hosted, and these desktops never have one. #24111 worked around this for pull request links by skipping the discovery hold in that mode, so a PR link delivered at launch could miss its project and open a scratch thread instead of the PR view.
Change
shell.ts: add expectsPrimaryEnvironment(), false for hosted clients and for desktops with the local environment disabled, and use it for the allReachableShellsLiveAtom catalog check. Discovery now settles once the remote environments report their projects.
DesktopWebLinkCoordinator.tsx: remove the !localEnvironmentDisabled skip and its comment, so PR links wait for discovery in this mode as they do everywhere else.
Scope and approval
Narrowed at Theo's request in this comment, after #24111fixed#25888 itself. This PR is only the remaining discovery fix and the removal of the workaround.
Verification
shell.test.ts: expects a primary environment only on desktops with the local environment enabled fails with the old check (expected true to be false) and passes with the fix.
DesktopWebLinkCoordinator.browser.test.tsx: replaced does not hold a PR link for project discovery that never settles with Local environment disabled with holds a launch PR link with Local environment disabled until discovery settles, which waits for discovery and then opens the PR view. It fails on main (the link opens a scratch thread immediately) and passes here. The other five coordinator tests still pass.
vp fmt --check, vp lint on the changed files, and vp run --filter @t3tools/web typecheck pass.
Desktop check on Windows, local environment disabled, paired to a separate server whose project is this repo. Delivered https://github.com/pingdotgg/t3code/pull/26099 while that server was stopped. The window stayed on the new-thread draft. Four seconds after the server was started again, it opened the pull request screen for fix(web): PR links at launch open the PR view with the local environment disabled #26099 on that remote environment.
Known edge: with the local environment disabled and no saved environments at all, the catalog is empty, and catalogIsComplete treats an empty catalog as not yet loaded, so a PR link still waits. Left as is, since that check deliberately avoids treating an empty catalog as proof of absence.
Macroscope's review found this PR approvable — Restores desktop thread-link handling when the local environment is disabled while preserving readiness checks when it is enabled. Existing navigation and error handling remain in place, with reported desktop verification covering both configurations.

Walkthrough
The shell now determines whether a primary environment is required based on hosted-static status and local-environment configuration. The desktop link coordinator waits for project discovery before handling pull-request links, including when Local is disabled.
The shell exports expectsPrimaryEnvironment() and uses it for catalog completeness. Tests check its result when the local environment is enabled and disabled.
Pull-request link readiness apps/web/src/components/desktop/DesktopWebLinkCoordinator.tsx, apps/web/src/components/desktop/DesktopWebLinkCoordinator.browser.test.tsx
Pull-request links wait for project discovery even when Local is disabled. The browser test verifies that navigation occurs after discovery settles and that no scratch project opens.
pingdotgg/t3code#24111: Changes the same coordinator path for a disabled Local environment and project-discovery waiting.
pingdotgg/t3code#19941: Adds pull-request link handling and waits for project discovery in the coordinator.
pingdotgg/t3code#21113: Changes coordinator scratch-project selection when the primary environment cannot provide a project.

Allow pull-request discovery without a primary environment.
When the local environment is disabled, the coordinator reports ready, but pull-request URLs still await projectsSettled(). On a non-hosted Electron origin, allReachableShellsLiveAtom requires a primary catalog entry. With no primary configured, a remote-only catalog cannot satisfy that condition, so the URL can remain pending indefinitely.
Do not require a primary environment when the local environment is disabled. Add a test for a pull-request URL in this state. The existing remote-thread test does not exercise this wait because ordinary links skip projectsSettled().

#24111 just merged and fixes #25888 the same way this PR does: with the local environment disabled, __root.tsx mounts DesktopWebLinkCoordinator and its ready gate no longer waits for a primary. This PR will now conflict on those lines. Your diagnosis and Windows repro are what confirmed the bug, so thank you.
The part of this PR that main still lacks is the shell.ts change. #24111 worked around discovery never settling by skipping the PR-link hold when Local is disabled (!localEnvironmentDisabled in receiveLink). With your expectsPrimaryEnvironment() fix, discovery settles, so that skip can go and a PR link at launch can still open the PR view.
If you want to keep going, rebase onto main and narrow this PR to:
the expectsPrimaryEnvironment() change in shell.ts plus its test
removing the !localEnvironmentDisabled && skip and its comment in DesktopWebLinkCoordinator.tsx
…abled
Pull request links wait for every reachable environment to report its projects. That wait required a primary environment unless the app was hosted, so on a desktop with the local environment disabled it never settled and the link never opened.
…ent disabled
Discovery now settles without a primary environment, so pull request links no longer need to skip the discovery hold in this mode. A PR link delivered at launch waits for remote projects and opens the PR view instead of falling through to a scratch thread.

fix(desktop): thread links open when the local environment is disabled
fix(web): PR links at launch open the PR view with the local environment disabled

Thanks! Rebased onto main and narrowed as suggested: the PR now only has the expectsPrimaryEnvironment() change in shell.ts with its test, plus removing the !localEnvironmentDisabled && skip in DesktopWebLinkCoordinator.tsx. I replaced the does not hold a PR link… test with one that holds the link until discovery settles and then opens the PR view.
Main now waits on commit links the same way it waits on pull request links, and it had put the local-environment skip back. Discovery settles without a local environment, so that skip stays off and both kinds of link wait.
