fix(relay): stop repeated dings for a finished job - #26251
Finished jobs could repeatedly ring or vibrate the phone when completion rows reappeared or delivery jobs overlapped. The relay now durably claims each completion per device before contacting APNs, using the run identity so later work in the same thread can still alert.
If APNs fails after a claim is written, that completion may miss its sound rather than repeat it.
Scope and approval
Submitted under the small, focused obvious-bug exception: this fixes duplicate alerts for the same finished run within the existing notification behavior. It adds no setting or workflow. Run identity propagation and delivery claims address that single defect; no prior maintainer approval is claimed.
Focused tests cover repeated and concurrent deliveries, separate runs, and shared deduplication across delivery paths. vp run check:changed passed. Physical iPhone and production APNs behavior remain unverified.
Created with DeepSeek V4.1 Flash Free in OpenCode; review follow-up by gpt-6.1-sol in Codex.
Macroscope's review found this PR approvable — Terminal notifications now share persistent per-device deduplication, with run IDs distinguishing separate jobs. Reserving alerts before delivery prevents repeated sounds after uncertain APNs responses; the reported alert-replacement issue remains subject to the independent correctness gate.

Walkthrough
The change carries run IDs through activity awareness, relay contracts, aggregates, and notification payloads. Terminal alerts use run-aware transition detection and a persistent claim before delivery through Live Activity and ordinary push paths.

Require latestRunId in ProjectThreadAwarenessV2Input.thread.
All production callers pass OrchestrationV2ThreadShell values, which include latestRunId. Keeping the field optional allows a narrowed caller to omit it. The projection then omits runId, and APNs claim identity falls back to updatedAt, which can reintroduce repeated completion alerts.

A completed job could keep vibrating the phone: the relay decided "newly
finished" by diffing the Live Activity card's five visible rows, so a
completion that dropped out and came back looked new again, and two
overlapping jobs could both ring.
Each completion is now claimed in the relay's durable delivery-attempt
table before APNs is called, keyed by user, device, thread, phase and run.
Duplicate and concurrent deliveries still update the card, silently. A new
run in the same thread has a new identity and still alerts.

Addressed the remaining review feedback in 3401cff: ProjectThreadAwarenessV2Input.thread now requires latestRunId, and the no-run fixture explicitly supplies null. Production callers already pass full thread shells. The PR description now explains its scope and the obvious-bug exception. vp run check:changed passed, including 68 focused tests.
Treat a missing prior runId as a changed run identity.
rowKey excludes runId, so a legacy terminal row without runId can be compared with a later terminal row for a new run. The current predicate requires both run IDs to be present. The fallback also rejects the row because the prior phase is already terminal. The live activity can therefore update without an audible terminal alert.
Compare normalized run identities whenever a previous row exists.

Fixed the legacy run-ID transition in 63bc6ec. Missing and present IDs are compared consistently in both terminal alert selection and Live Activity update detection, so a same-phase new run is not silently filtered or throttled. Regression cases cover both directions, changed IDs, and unchanged IDs. vp run check:changed passed, including 78 focused tests.
