fix(server): tell outside agents which MCP tools need a thread and that t3_thread_list takes allProjects - #26525
An MCP client signed in from outside any T3 thread sees every tool, but the ones that act as the calling thread (subagents, secrets, rendered HTML, browser preview, devices, worktree handoff, environment linking) fail with thread_credential_required, and docs/user/outside-agents.md never says so. t3_thread_list {} from such a client fails with target_required "Pass projectId: this MCP client is not running inside a T3 thread.", although allProjects: true works, so agents conclude cross-project listing is impossible.
Reproduced on main 5211acf with a fresh dev server and a full-access mcp-client session issued the way t3 thread signs in: tools/list returned all 66 tools, create_threads, delegate_task, task_status, html_render, t3_worktree_status and preview_status failed with thread_credential_required, t3_thread_list {} failed as above, and t3_thread_list { allProjects: true } succeeded.
Change
listThreads passes its own target_required message to resolveProjectTarget: "Pass projectId, or allProjects: true for every project." schedule_task, which shares the helper and has no allProjects, keeps its message. The error code is unchanged.
docs/user/outside-agents.md gets a short "What outside agents can call" section: which tool groups need an agent inside a T3 thread, and the replacements (t3_thread_launch then t3_thread_wait/t3_thread_read; explicit projectId/threadId; t3_thread_list with allProjects: true or t3_thread_search).
No tool is hidden from tools/list and no tool description changes.
vp test run apps/server/src/mcp/OrchestratorMcpService.test.ts: 38/38 pass. The new test OrchestratorMcpService thread list > points a caller outside any thread at allProjects when it omits projectId fails on main with expected 'Pass projectId: this MCP client is no…' to include 'allProjects'.
vp run check:changed: format, lint, knip, graphql, typecheck (3 packages), tests (2 files) all pass.
Runtime transcript, same driver against fresh dev servers on each side (server-only change, no rendered UI, so no captures):
t3_thread_list {} from an outside full-access client
…hat t3_thread_list takes allProjects
An MCP client outside any T3 thread that calls t3_thread_list without
projectId is now told it can pass allProjects: true. The error code stays
target_required, and schedule_task keeps its existing message.
docs/user/outside-agents.md now says which tools act as the calling thread
and fail with thread_credential_required from outside, and names
t3_thread_launch with t3_thread_wait/t3_thread_read, allProjects and
t3_thread_search as the replacements.

Macroscope's review found this PR approvable — Clarifies which MCP tools require a T3 thread and points outside agents to the existing cross-project listing option. Permissions, product defaults, and tool behavior remain unchanged.
You can add or adjust custom eligibility rules. Learn more.
The change updates the t3_thread_list missing-target error to mention allProjects and adds documentation on outside-agent tool limits and alternatives.
resolveProjectTarget accepts a custom missing-target message. listThreads directs callers without a T3 thread to pass projectId or set allProjects: true. A test checks the error code and message.
The documentation identifies thread-bound tools and describes handoff alternatives, explicit project or thread identifiers, and cross-project listing options.
pingdotgg/t3code#26442: Adds the allProjects input to t3_thread_list, which this change references in its error message and documentation.

Explanation
Issue #26515 requires outside-agent guidance, replacement workflows, and an allProjects hint. The PR adds docs/user/outside-agents.md guidance for in-thread-only tool groups, t3_thread_launch with t3_thread_wait or t3_thread_read, explicit projectId or threadId, and t3_thread_list with allProjects: true or t3_thread_search. listThreads now emits the required hint while preserving target_required. The added test checks the error code and the allProjects text.

Explanation
The changed files are limited to the linked behavior, its documentation, and a focused regression test. The implementation does not hide tools, change tool descriptions, or enable new outside-agent capabilities. No unrelated change is shown in the pull request diff.

resolveProjectTarget returns an Effect and is reused by scheduleTask and listThreads. Define it with Effect.fnUntraced instead of extending the plain arrow function.
Proposed refactor
- const resolveProjectTarget = (+ const resolveProjectTarget = Effect.fnUntraced(function* (
parent: Pick<OrchestrationV2ThreadProjection, "thread"> | undefined,
projectId: ProjectId | undefined,
missingMessage = "Pass projectId: this MCP client is not running inside a T3 thread.",
- ) =>- projectId !== undefined- ? Effect.succeed(projectId)- : parent !== undefined- ? Effect.succeed(parent.thread.projectId)- : Effect.fail(failure("target_required", missingMessage));+ ) {+ if (projectId !== undefined) return projectId;+ if (parent !== undefined) return parent.thread.projectId;+ return yield* Effect.fail(failure("target_required", missingMessage));+ });
As per coding guidelines, reusable functions that return an Effect must use Effect.fn or Effect.fnUntraced.

Update resolveProjectTarget to use Effect.fnUntraced, preserving its existing
projectId, parent-thread, and missing-target behavior so scheduleTask and
listThreads can continue reusing it.
