fix(server): settling a parent settles its tasks on other machines - #28344
A task sent with delegate_task to a linked environment stays unsettled after its parent settles, so it keeps reappearing in the thread list as an active thread.
Clients show such a task under its parent (delegatedUnderParentAtom in packages/client-runtime/src/state/threadShell.ts), but only while the parent is in its environment's shell snapshot. Snapshots keep the 25 most recently settled threads (NEWEST_SETTLED_KEPT in ShellStream.ts). Once 25 newer threads settle there, the parent leaves the snapshot, the client can't find it, and the unsettled task on the other environment is listed on its own as active.
To reproduce: delegate a task from environment A to linked environment B, let it finish, then settle the parent on A. Settle 25 more threads on A and reload. The task on B is back in the active list.
Change
RemoteDelegation already follows the domain-event stream for remote tasks. On thread.settled it now forwards a t3_thread_organize settle for each remote task of that thread, using the same link and scope it uses to stop them.
It retries on the follower schedule for up to a day, so an environment that is asleep, or a task still running there, settles later. It stops on final refusals: link revoked, thread gone, mode refusal or invalid request.
Every attempt re-reads the parent and stops if it is no longer settled.
Only one retry worker runs per task.
Chains work: settling the task there emits thread.settled there, which settles its own remote tasks.
Known limits: a settle still waiting when the server restarts is dropped, because recovering it would need persisted state. An archived thread on the other side refuses with the same orchestration_error code as an unreachable environment, so it is retried at most every 5 minutes for a day.
A client-only fix doesn't work: from the client, a parent past the snapshot cut looks the same as an archived or deleted one. Hiding the task in that case would also hide the tasks of deleted parents.
Scope and approval
There's no prior issue. I believe this qualifies as a small, focused fix for an obvious bug: one server service, plus one test. A settled thread's delegated tasks resurfacing as active threads is unintended. The behavior arrived with cross-environment delegate_task (#16719), and this makes those tasks follow their parent the way same-environment children already do. If you'd rather settle this differently, I'm happy to move it to an issue.
Verification
New test, settling the parent settles its task there, in apps/server/src/peer/RemoteDelegation.test.ts. It runs a real parent settle, MCP forwarding over HTTP and the remote t3_thread_organize handler, with a mocked remote settleThread. It fails without the change (it never sees the remote settle) and passes with it. All 27 tests in the file pass.
vp run check:changed on this branch: format, lint, knip, typecheck, and the tests beside the change all pass.
I confirmed the root cause on a real two-environment setup: the parent's environment had 31 threads settled after it, which put it past the cut, and its delegated tasks had no settle events.
Not checked: an end-to-end run across two live environments with this build.
Made by Claude Opus 5.5 in Claude Code via T3 Code.
A task delegated to another environment stays unsettled after its parent
settles. Clients hide it under the parent only while they hold the parent,
and a settled parent leaves their snapshots once 25 newer threads settle,
so the task reappeared as an active thread.
RemoteDelegation now settles each remote task's thread there when its
parent settles, retrying for up to a day while that machine is asleep or
the task is still running, and only while the parent stays settled.

Macroscope's review found this PR approvable — Settling a parent now also settles its linked remote task threads, preventing them from resurfacing as active. The change uses existing scoped forwarding with bounded retries and parent-state rechecks.

Walkthrough
When a parent thread settles, RemoteDelegation now requests settlement of its remote child threads. It retries selected transient failures for up to one day. The tests verify that parent run completion alone does not settle a remote thread.
thread.settled events trigger settlement requests for remote child threads. The implementation retries selected failures and skips children already being settled. The test records the settlement request and checks that parent run completion alone does not settle the remote thread.

Remote tasks may stay unsettled and reappear as active threads when linked environments are turned off locally, or when a transient read error occurs while the parent settles. The main behavior works, but the settle path should use the ungated forwarding route and the task scan should be retried before merging.

Major · Functional Correctness · Quick win
Forward settlement for existing tasks when linked environments is off locally.
If the user turns off linked environments after delegation, PeerForwarding.call fails before it contacts the remote environment. The failure has code capability_denied, so the retry predicate stops immediately. The remote task remains unsettled even if the user turns the feature back on. Use a forwarding path for existing tasks that does not apply the new-call feature gate, as the existing follow and stop paths do. (raw.githubusercontent.com)

Retry a transient failure to scan the parent’s tasks.
If getThreadRecords fails while handling thread.settled, Effect.ignoreCause consumes the failure and the event handler schedules no settlements. Recovery of the store does not resume that scan. Retry transient read failures before treating the event as handled; do not retry a permanent missing-parent error. (raw.githubusercontent.com)
Based on learnings, retry transient failures with backoff, but abort failures that cannot recover during the run.
