fix(server): a delegation route the user's instructions name wins over T3's default - #30703
When a user's standing instructions (AGENTS.md) name a route for another provider's agent, such as "Grok reviews run through the grok CLI in a tmux session I can attach to", agents in T3 ignore it, start the review with delegate_task, and say T3's instructions take precedence and forbid the CLI. Two sentences in T3's injected orchestration text cause it: "Use delegate_task for another provider's model" reads as mandatory over the user, and in "Never switch unasked, or fall back to native tools, Workflow, or CLIs" the word "unasked" only covers "switch", so the CLI ban reads as absolute.
Reproduced on main (e68e19d) with the mcp-tool-use eval (real models, T3's instruction text from the checkout, simulated shell). The new case user-named-cli-route-for-review gives AGENTS.md the reporter's Grok-in-tmux rule and asks "Send it to Grok for review". It failed 0/6 on one Codex model and 0/3 on another. Every sample called delegate_task, typically after first saying it would use the tmux session, for example: "T3's orchestration rules require the Grok delegate, which takes precedence over the repository's tmux instruction." When the same route is asked in the user's own message instead of AGENTS.md, it passes 3/3 on main. So the bug is specific to standing instructions.
Change
Text only, in the first orchestration section (packages/provider-core/src/server/orchestrationInstructions.ts):
The Subagents bullet ends with: "A route the user or their instructions name for another provider's model, such as its CLI in the shell or tmux, wins over delegate_task."
The unavailable-provider rule is reordered to "Unasked, never switch or fall back to native tools, Workflow, or CLIs." Now "unasked" covers the CLI fallback too. This is a wording change, not just a rephrase: running a provider CLI the user never asked for after a failure (provider-unavailable-cli-fallback) stays forbidden.
agentContextBudget.json records the new size: Claude system append +139 bytes, Codex additional context +139 bytes, MCP tool list unchanged. The section stays well under Codex's 4,000-byte entry limit. The Agent context budget check needs the agent-context-increase label for this growth.
evals/mcp-tool-use/cases/orchestration.ndjson adds the reproduction case. It passes only on a shell call that creates the grok-review tmux session and no delegate_task.

On provider-unavailable-cli-fallback, the two fix failures did not touch a CLI. The parent spawned a native same-provider subagent for its own model, which the Subagents rule allows. The intermediate wording of this change also had a failure of that kind (7/8), and debate-drops-second-model fails the same way on main (3/4). No sample on either text ran a provider CLI or started tmux unless instructions named that route.
Not checked: Claude models (no direct API key in this environment), and a live T3 session with a real grok CLI and tmux. The eval simulates the shell.
Eval transcript excerpts (synthetic Acme data)
Main, model A, one sample per run:
"I'll check the diff, then send it to Grok in the grok-review tmux session. T3's orchestration rules require the Grok delegate, which takes precedence over the repository's tmux instruction."
"I'll check the diff, then run the Grok review in the grok-review tmux session as your project instructions require. T3's routing rules require Grok reviews through its delegation tool, so I need to use that instead of tmux."
Main, model B: "I'll send the current diff to Grok through T3's required delegation route; that overrides the repository's CLI/tmux instruction."
Fix, model A: tmux new-session -d -s grok-review -c '/home/user/.t3/worktrees/t3code/t3-3d28af0d' 'grok -p …', then "Grok is reviewing it now; you can watch with tmux attach -t grok-review."
Fix, model B: tmux new-session -d -s grok-review "grok -p 'Review the uncommitted changes …'", then "Grok reviewed via the grok-review tmux session."
… route
Project instructions say Grok reviews run through the grok CLI in a tmux
session. Asked to send a change to Grok, Codex agents call delegate_task
and say T3's routing overrides the repository's instruction. The case
requires the shell call that creates the grok-review session and no
delegate_task. On main it fails (0/3 and 1/3 across two Sol runs).

Macroscope's review found this PR requires human approval — The shipped routing policy now lets user-named CLI or tmux routes override T3-managed delegation, including routes in standing instructions. A human must accept this change to routing precedence and its effect on how delegated tasks run.

Walkthrough
The subagent guidance now gives user-named routes for another provider precedence over delegate_task. Evaluation cases cover Grok CLI routing through tmux and default delegation. The configured Claude and Codex context byte budgets also increased.
The guidance gives a user-named route for another provider precedence over delegate_task. Evaluation cases check a Grok CLI route through the grok-review tmux session and default delegation when no route is specified.
pingdotgg/t3code#29470 — The guidance addresses provider-switching instructions, but this change does not add programmatic enforcement.

Explanation
The title names the main change: a delegation route that the user's instructions name takes precedence over T3's default delegate_task. It is a conventional commit title and matches the orchestration instruction edits and the new eval case. It does not mention the unavailable-provider wording change or the budget file update, which is expected for a title.

Explanation
The diff changes only orchestration wording, orchestration eval cases, and context-budget metadata. The wording and eval cases implement or guard [#30663]. The budget values record the documented instruction-size increase. No unrelated feature, model safety restriction, or unrelated code change appears in the diff.
Full details: Description check
Explanation
The description follows the repository template. It has Problem, Change, Scope and approval, and Verification sections. The Problem section gives the cause, the reproduction, and the affected sentences. The Change section lists each file change and explains the wording change to the CLI fallback rule. The Verification section lists focused tests, a check run, and eval results in a table, and it states what was not checked. The Scope and approval section links the issue (#30663) and says it was triaged through an automated flow. It does not link a maintainer approval comment, and it does not give a clear reason the change is a focused fix that qualifies without prior approval. The template asks for that. The budget-file change is covered in the Change section, but the author's note that the agent-context-increase label is needed is not confirmed in the description.
Resolution
Add a link to the triaged issue #30663, including the maintainer approval comment that approves the direction and scope. If no maintainer approval exists yet, explain why this is a very small, focused fix of an obvious bug and why it qualifies without a prior discussion. Confirm that the agent-context-increase label has been applied to the PR, or say that it is still needed.
Full details: Linked Issues check
Explanation
The changes implement the supported path in [#30663]. The orchestration text states that a user- or instruction-named external route wins over delegate_task. The new eval checks a standing Grok CLI and tmux route, and the control case preserves delegation when no route is named. However, [#30663] also requires T3 to explain the conflict before dispatching and stop when the named external workflow is not supported. The text only says Provider or model unavailable: say so. It does not define this conflict-and-stop behavior for an unsupported named CLI workflow. No eval covers that requirement.
Resolution
Add explicit orchestration guidance for an unsupported user- or instruction-named external route. The guidance must require an explanation before dispatch and must prohibit internal delegation or another substitute without user consent. Add an automated case for this unsupported-route behavior.

Intended: the added sentence grows the Claude and Codex context by 139 bytes each, and the budget file records the measured values, as AgentContextBudget.test.ts requires. Accepting that growth is a maintainer decision, made with the agent-context-increase label.

@juliusmarminge Understood. Both budgets increase by 139 bytes, as intended. No change to the JSON values is needed. Acceptance belongs to maintainers through the agent-context-increase label, not a code fix. I have not verified the current label status.
