Development setup previously relied on unpinned tools and dependencies. This adds a non-packaged uv project with Python 3.13.16, uv 0.13.0, Quarto CLI 1.10.19, and a universal lock retaining the existing dependency versions.
All 15 original declarations are preserved. typing-extensions 4.15.0 is explicitly required because itables 2.5.2 imports it unconditionally but omits it from dependency metadata. No unrelated packages were upgraded.
Developer documentation and a shared validation command run the existing tests, validate saved artifacts, and render all ten pages in a disposable copy while checking unchanged data and checkout hashes. The Ubuntu 24.04 workflow runs only for pull requests targeting main with contents: read and no retained Git credentials; it does not rebuild snapshots or deploy.
Validation: 73 local tests passed; saved-artifact validation and isolated Quarto rendering passed; protected source, data, generated artifacts, requirements.txt, and production workflow are unchanged. Offline lock consistency and workflow YAML checks passed. Linux evidence will be supplied by this PR's validation run.
