Pin build and release tools and keep them updated with Dependabot - #1497

Move staticcheck, gorelease, and svu into a tools module (tools/go.mod) using Go tool directives, so their versions and checksums live in go.mod and go.sum. Run them with `go tool -modfile=tools/go.mod`. Install license_finder from a locked Gemfile in .github/license_finder with CHECKSUMS. Pin the remaining tools and images: - golangci-lint to v2.15.0 - the binfmt image used by setup-qemu-action, by digest - golang, ubuntu, and goreleaser-cross base images, by digest - the syft package, verified by sha256 Update to current versions: - Go 1.26.10 in go.mod, tools/go.mod, and the golang and goreleaser-cross images - actions/checkout v7.0.1, actions/setup-go v7.0.0, ruby/setup-ruby v1.331.0, golangci-lint-action v9.3.0, create-github-app-token v3.3.0, setup-qemu-action v4.4.0 - Ruby 4.0.7, svu v1.12.0, syft 1.55.0 Extend Dependabot to cover the tools module, GitHub Actions, Dockerfiles, and the license_finder bundle, with the same 14-day cooldown as Go modules.
