version lock to bevy 0.19 #169

I've rebased our bevy fork onto v0.19. That said the particle work will need to be merged in with the development edge of bevy. We'll likely have to rebase again in the future until that work gets merged cc @tychedelia

Bevy 0.19 is finally released and it will be good to be able to begin our stabilization efforts around it.
Some things to note is that we are currently running this on top of a fork of bevy which has the work to enable particles in libprocessing.
@tychedelia has noted rebasing should not be a major effort, but it would be ideal for us to drop the fork. I'll evaluate how much effort is necessary for that, too.
