   check Your Package.json has start script ?

     "scripts": {
       "start": "react-scripts start",
       "build": "react-scripts build",
       "test": "react-scripts test",
       "eject": "react-scripts eject"
     },

   • don't use system32 folder for create projects , any file corruptions or miss deletion on system32 leads to OS failure.
   • create-react-app not required administrator privileged cmd, so use normal cmd
   • create Project Desktop or other places

   You can try:

   1. update node to latest version
   2. try creating new react app using create-react-app on Desktop or any other place
