fix(kind): add resilience to runcmd commands and pin Fedora AMI version - #950
1. Add Retry Logic to Transient-Failure-Prone Commands
Wrapped vulnerable runcmd commands with retry loops (up to 3 attempts):
dnf install: 10s delay between retries
curl (GitHub kind binary download): 5s delay between retries
apt-get (IBM Cloud): 10s delay between retries
kubectl (IBM Cloud): 5s delay between retries
This handles transient failures from:
Mirror timeouts
Package manager lock contention
CDN temporary unavailability
Network flakiness
2. Wait for NTP Synchronization
Added chronyc waitsync before network-dependent operations.
Prevents TLS certificate validation failures when the system clock is not synchronized. Without NTP sync, HTTPS requests fail if the certificate's "valid from" date is in the future relative to the system clock.
3. Pin Fedora AMI Version
Changed AMI regex from Fedora-Cloud-Base-AmazonEC2.x86_64-4* to Fedora-Cloud-Base-AmazonEC2.x86_64-41.*.
Prevents surprise failures from new Fedora releases that might have:
Different cloud-init versions
Changed package dependencies
Broken cloud-init systemd service setup

Add NTP sync wait, retry dnf install and curl
pkg/provider/ibmcloud/action/kind/cloud-config
Add NTP sync wait, retry apt-get and curl
pkg/provider/aws/action/kind/constants.go
Pin Fedora AMI to v41
Impact
Resilience: Transient network failures during provisioning now automatically retry instead of failing the entire stack
Reliability: NTP sync before network operations prevents clock-related TLS failures
Predictability: AMI pinning prevents regressions from new Fedora releases
Performance: Adds ~30–60s to provisioning time due to retries and NTP sync (acceptable for reliability)
Testing
Testing requires provisioning KIND clusters on each cloud provider (AWS, Azure, IBM Cloud) and verifying:
Normal provisioning succeeds (no regressions)
Transient network failures are retried and succeed
Cloud-final.service does not report failures
The exported kubeconfig connects to a stable cluster
Add a readiness verification script to both cloud-config files
(shared AWS/Azure and IBM Cloud). The script runs after the basic
API check and before the kubeconfig export.
The script verifies four conditions:
1. All control-plane pods (apiserver, controller-manager, scheduler,
etcd) are in Running + Ready state.
2. A kubelet lease exists in kube-node-lease namespace.
3. The default ServiceAccount exists in the default namespace
(SA controller health check).
4. The API server responds consistently to three consecutive
requests.
The verification adds 20-30 seconds to provisioning. It prevents
downstream consumers from receiving a kubeconfig for an unstable
cluster. Without this check, control-plane pods may restart during
the next 30-60 seconds due to initial resource contention.
The timeout for the verification is 300 seconds. If any check does
not pass within this period, cloud-init fails with exit code 1.
Fixes#947
Add retry logic to transient-failure-prone runcmd commands:
- dnf install: retries up to 3 times with 10s delay
- curl (kind binary): retries up to 3 times with 5s delay
- apt-get (IBM Cloud): retries up to 3 times with 10s delay
- kubectl (IBM Cloud): retries up to 3 times with 5s delay
Add NTP synchronization wait before network-dependent operations to prevent
TLS certificate validation failures when the system clock is not synchronized.
Pin Fedora AMI regex to version 41 to ensure consistent cloud-init behavior
and prevent regressions from new Fedora releases.

This review ran on the open-source allowance, not this organization's plan, because the pull request author doesn't have an assigned seat. Waiting won't change this — ask an organization admin to assign them a seat, or add seats in Billing if every seat is already assigned, then retry.

📝 Summary

Bug Fixes
Improved cluster startup reliability by retrying package installation and downloads, waiting for time synchronization, and checking that core services are ready before proceeding.
Fedora AMI selection is now limited to Fedora 41 for both supported architectures.
The change pins AWS Fedora AMI matching to Fedora 41 for x86_64 and arm64. It also updates IBM Cloud and target-service cloud-init commands to wait for NTP, retry package and binary operations, and verify Kubernetes control-plane and API readiness.

Summary
Cloud-init setup and retries pkg/provider/ibmcloud/action/kind/cloud-config, pkg/target/service/kind/cloud-config
Both scripts add a best-effort NTP wait and retries for package operations and binary downloads. The IBM Cloud script retries apt updates, Podman installation, kubectl downloads, and kind downloads. The target-service script retries package installation and kind downloads.
Both scripts wait for the named control-plane pods, a kubelet lease, and the default ServiceAccount. They then require three successful namespace requests. Readiness waits use a 300-second limit.

Full details: Linked Issues check
Explanation
Issue #919 requires ensuring that all cloud-init services are enabled and checking systemd or journal diagnostics. The changed cloud-config files add NTP waits, retries, and Kubernetes readiness checks, but they do not enable or verify cloud-init services and do not collect or inspect systemd/journal evidence. The PR description also reports no completed provisioning validation.
Resolution
Add an implementation that verifies or enables the required cloud-init services and records relevant systemd or journal diagnostics when provisioning fails. Add automated coverage for the new behavior, or provide reviewable test evidence that covers the #919 failure mode.
Full details: Out of Scope Changes check
Explanation
Both cloud-config files add a large control-plane readiness verification block. It waits for control-plane pods, a kubelet lease, a ServiceAccount, and repeated API responses before kubeconfig export. The commit summary identifies this block as work for #947, but #947 is not a directly linked issue and the current PR description does not include this objective. The block does not enable cloud-init services or inspect systemd/journal diagnostics for #919.
Resolution
Remove the #947 readiness implementation from this pull request, or link and explicitly include the corresponding requirement if this work must remain.

Add -f to the curl downloads so the retries trigger on HTTP errors.
Without -f, curl exits 0 on an HTTP 404/502/503 response and writes the error body to /usr/local/bin/kubectl or /usr/local/bin/kind. The loop then hits break on the first attempt, so the retry never runs for the CDN errors it targets. chmod +x then makes the corrupt file executable, and the failure appears later as an obscure exec error. The target-service template already uses -fSLo.

Use a POSIX-compatible elapsed-time calculation.
cloud-init generates one /bin/sh script for runcmd. The embedded #!/bin/bash line does not change the interpreter. The IBM Cloud image is Ubuntu 24.04, where /bin/sh is dash. dash does not maintain $SECONDS, so the elapsed time remains zero and these loops can run indefinitely.

Use the same absolute path for the kubeconfig producer and consumer.
The runcmd script writes the kubeconfig with a relative path, but the readiness script reads /root/kubeconfig. Cloud-init inherits the system service working directory, which defaults to /, not /root. The readiness checks can therefore fail until the 300-second timeout.

1. AMI pattern: change '41.*' to '41-*' to match AWS AMI naming
convention (Fedora-Cloud-Base-AmazonEC2.x86_64-41-20241105.0).
EC2 name filter treats '.' as literal, not as regex wildcard.
2. Retry loops: add fail-fast after all 3 attempts fail. Track
success with 'ok' variable and exit 1 if no attempt succeeded.
Prevents silent continuation without required packages.
3. curl flags: add '-f' to IBM Cloud curl commands for kubectl and
kind downloads. Without '-f', curl exits 0 on HTTP 404/502/503
and writes the error body to the binary pa4. Kubeconfig paths: use absolute '/root/kubeconfig' in cmdKubeconfig
and cmdCheckCluster to match the KUBECONFIG export in the
readiness verification block.
