On Ruby 3.4, bundle exec jekyll serve in docs/ fails with cannot load such file -- csv because csv, base64 and bigdecimal are no longer default gems. This adds them to the docs Gemfile so the user guide can be previewed locally.

Verified the index page, a guide page, a relative .md link and an image all serve from http://localhost:4000.

Ruby 3.4 stopped bundling these as default gems, so 'bundle exec jekyll
serve' in docs/ failed with 'cannot load such file -- csv'.
