Fixes EXT-74
This change audits the remaining JSON command prompt paths and keeps stdout machine-readable. It adds strict non-interactive resolution for JSON filters, rejects prompt-required mutation inputs before API calls, routes status/progress text to stderr, and emits explicit JSON success envelopes where commands previously only printed prompt feedback. It also rejects
--webwith JSON, adds the direct issue-list partial-project regression, expands JSON stdout parsing tests, and documents the input rules.Verification:
mise exec -- mix setupandmise exec -- mix cipass (root tests 30 passed/28 excluded; app tests 666 passed; format, Credo strict, Hex/dependency audits, and usage-rules checks pass).
