I'll hold off on critiquing the text since it mostly is just moved over but at some point I would love to simplify "feature lifecycle" to just bullet point the steps from proposal to stabilization PR and then have that link to more information. I mean, there's a lot of detail in the apis/ section currently but so much that it can be hard to see what concrete steps a contributor should do to propose or stabilise a feature. |

I'll open a PR for now, but it's not done yet.
This moves some documentation over from the std dev guide and RFC 3984 and just overall attempts to make the libs team docs more coherent.
The main part that isn't done is the impls section, although everything else should be mostly done.
