Create a form that can be used to submit documentation and related Solid resources #4

Resources can be links to documentation, video resources, books (on things like the Semantic Web), or anything useful to someone learning how to build Solid apps
At some point (maybe not now, since there are so few people who will even see it), this will either require authentication and authorization to prevent abuse, or submitted resources will need to be vetted before being included in the list that's made public.
