chore(opensearch): Bump to 3.8.0

Description

Part of #1653

• Version 3.4.0 removed
• Version 3.6.0 deprecated
• Version 3.8.0 added
• ltr plugin added to 3.8.0 because it is also bundled in the upstream image
• The Gradle plugin org.cyclonedx.bom is kept at 3.3.0 instead of the latest 3.4.1, because 3.4.1 transitively requires json-schema-validator:2.0.4 while OpenSearch only compiles with versions < 2.0.0. 3.3.0 is the newest version meeting that requirement.

TIP: Running integration tests with a new product image

The image can be built and uploaded to the kind cluster with the following commands:

boil build <IMAGE> --image-version <RELEASE_VERSION> --strip-architecture --load
kind load docker-image <MANIFEST_URI> --name=<name-of-your-test-cluster>

See the output of boil to retrieve the image manifest URI for <MANIFEST_URI>.
