fix(cli): print gateway urls when api.enabled is false (CLI-2616)

TL;DR

fixes status and the start summary dropping API_URL, FUNCTIONS_URL and MCP_URL when [api] enabled = false.

what's missing?

start runs Kong whatever [api] enabled says, since that setting only gates PostgREST.

status still read it as Kong's switch, so with [api] enabled = false or SUPABASE_API_ENABLED=false it hid API_URL, FUNCTIONS_URL and MCP_URL even though Kong was serving auth there.

• same class as supabase status -o json drops API_URL when postgrest is in -x, even though Kong still serves /auth/v1 and /storage/v1 #5332, reached through the api setting instead of -x postgrest.

now fixed by:

gating the gateway urls on Kong's own exclusion, the same way start does
only REST_URL and GRAPHQL_URL still follow api.enabled.
