P3M's macOS binaries are built with OpenMP enabled, but the GitHub Actions runners have no libomp, so gower (and similar packages) fail to load with "symbol not found ... ___kmpc_barrier". CRAN's own macOS binaries are built without OpenMP, so use those instead.
