Dependency on pyicu

Description

With the recent addition to requiring fingerprints, we also now pull in the requirement for a later version of normality which itself requires pyicu.

This means we now need to build that, so we need to add in the required Linux libs as well as update the Python requirements to address these new versions.

@JonoYang A workaround was added in SCIO in aboutcode-org/scancode.io#1795 and aboutcode-org/scancode.io#1796

Could you take care of a proper fix on the toolkit side?

This is a side effect of the latest fingerprints 1.3.0 and normality 3.0.0 releases that introduce a dependency on pyicu, and this dependency fails to install.
The toolkit requirements are too loose regarding those 2 dependencies.
We should update the requirements to force fingerprints-1.2.3 (<1.3.0) and normality-2.6.1 (<3.0.0).

Note also the comment at #4493 (comment) which explains the whole situation, closing this issue as duplicate and tracking this there.
