    Intake review

Related: PR #3128 (OPEN, verified this run) implements issue #3123 (OPEN, verified this run). PR #3128's only reported check is CodeRabbit NEUTRAL and it has had no activity since 2026-10-31.

Notes: this is a decision-shaped item, not a code task: the PR is neither failing nor progressing. Under the fleet's merge authority, a reviewer can merge it if the change verifies, or close it as abandoned with a salvage note if the approach is dead.

Risks: the aggregator charge-merge behavior in PR #3128 touches payment-adjacent data handling — verify the conflicting-card-mask semantics against issue #3123 before merging.

Suggested approach: a lane picks up PR #3128, verifies the diff against issue #3123's intent, and merges or closes-with-salvage in one pass.
