Description
Phase 14 — hosted, federated, local-first (plan of record)
This epic is the plan of record for Phase 14, converted from the next-horizons discussion #1240 by Drew's decision on 2026-11-05: all seven themes are planned, with first-iteration designs and v2/v3/v4 follow-up outlines filed for each. Drew agreed with the suggested first implementation items: hosted worlds + discovery first, agents-in-worlds as the differentiating spike.
Drew's principles for everything in Phase 14 (from #1240, 2026-11-05)
- Local-first is always the goal, AND a hosted version is intended: central coordination supporting a large graph of broadly accessible objects.
- Anything built must be completely usable by others hosting a small or large server themselves. P2P-hosted worlds and data behave the same as a large hosted public server; differences live in backend scale elements and access controls.
- Users connect to each other and transfer/interact directly wherever possible, so hosted resources are an offloadable backstop, not a requirement. The app must not technically need us to function. Collaborative / shared / federated / local-first / p2p.
- Our hosted instance is essentially public; other operators open theirs only as much as they want. Publishing paths: share to a big server, publish on pkarr, or self-host. All comms through iroh on the backend; first-class clients.

How this runs
- Every core topic is research + design: broaden the idea, answer the research questions, produce design docs and implementation issue breakdowns. Designs precede implementation, as with id: Phase 12 designs to run through the research workflow #534 for Phase 12.
- Near-term design queue is unchanged: F12.4 (id: F12.4 provider registry — capabilities as manifest + provider components #1061) and F12.10 (id: F12.10 fair scheduling and per-account quotas #1067) designs land first; then Phase 14 v1 designs in the order hosted worlds → discovery → agents spike → ecosystem → shells → scale → creators. Implementation follows Phase 13.
- Running-low and milestone resurfaces for this program ride the same system as before: when Phase 14's lined-up design work drains, the orchestrator brings it back to Drew (rule pattern from orchestrator: resurface the next-horizons discussion (#1240) to Drew on triggers #1295).
- Drop rule: any item that proves blocked, wrong, or superseded gets parked or closed with a note. The map shrinks honestly rather than stalling silently.
Dashboard: org Project #4, Area id-train. The discussion of record is #1240; Drew's direction comment there (2026-11-05) is quoted in substance in every core topic issue.
Acceptance criteria
- All seven Phase 14 themes have their first-iteration design issues and v2/v3/v4 outline issues filed, and are linked from this epic as native sub-issues (a child list that exists only in prose does not count).
- The agreed first implementation items — hosted worlds + discovery first, and the agents-in-worlds spike — each have a filed implementation issue linked from this epic.
- Drew's Phase 14 principles (from id: next horizons — what comes after Phase 13 (discussion with Drew) #1240, recorded in this issue's body) are referenced by each child design issue.
- Progress is tracked on this epic: as each theme's v1 design lands, the epic records it and the theme's next step is linked.

Intake review
Fleet monitor intake (2026-11-05 run): verified OPEN. This is the Phase 14 plan-of-record epic converted from the #1240 discussion by Drew's 2026-11-05 decision.
Related: #1240 (origin discussion and principles); child step issues #6298–#6311 filed in the same burst.
Notes: labels were already rich (kind/feature, source/human, priority/normal, effort/l, app/id, epic); the monitor appended acceptance criteria and marked meta/enriched. Two label notes: the issue carries both
status:in-reviewandstatus/needs-triage— a contradictory status pair the next agent to touch this epic should normalize to one. Per protocol §11, the epic's children should be attached as native sub-issues, not left as prose links.Risks: an epic this broad goes stale silently — nothing sits silently: if no child moves in 48h, the stewardship cycle should name it stalled.
Suggested approach: attach the #6298–#6311 children natively, confirm the two first implementation items (hosted worlds + discovery; agents-in-worlds spike) have implementation issues, then let the core topics' research proceed in their own issues.
