Fixes the two robustness problems from the 2026-10-27 nightly run:
Dump timeout — discovery now returns a fourth, large database (atlas, ~500 MB of SQL); its /dump download hit export-turso.sh's fixed 300 s cap (524,901,755 bytes received, then curl timed out). The dump curl now uses --max-time ${TURSO_DUMP_MAX_TIME_SECONDS:-1800} (validated as a positive integer) plus --retry 1 --retry-all-errors. Small databases behave exactly as before.
Step isolation — export-turso exiting non-zero aborted nightly-backup.sh (set -e) before prune-backups, sync-manifest, and status ran. Steps are now each attempted via a run_step tracker: per-step ok/FAILED (exit N)/skipped lines, the status summary always prints, and the script exits non-zero at the END naming the failed steps. Guarded skips (Supabase without R2 creds; Turso without token) remain skips, not failures. Adds COLD_STORE_BIN / EXPORT_TURSO_BIN test seams mirroring export-turso.sh's existing ones.
Tests: full suite 68 pass (1 pre-existing skip). New: stub-curl argv proof that the dump invocation carries --max-time 1800 by default and the TURSO_DUMP_MAX_TIME_SECONDS override when set, plus --retry 1 --retry-all-errors; nightly isolation test with stub binaries — forced backup-supabase failure still runs prune-backups, sync-manifest, and status, prints the summary, and exits non-zero; all-ok and R2-skip paths covered. Shellcheck clean (warning level; remaining info notes are pre-existing patterns).

Summary by CodeRabbit
Reliability
Nightly backup runs continue through later steps if an earlier step fails, then report each step’s outcome and return a failure status when needed.
Turso dump downloads can retry once after a connection error and use a configurable timeout (30 minutes by default).
Skipped Supabase backups due to missing R2 credentials do not count as failures.
export-turso.sh: the /dump download's fixed 300s cap starved the new
~500MB atlas database (2026-10-27 nightly). Max-time is now
TURSO_DUMP_MAX_TIME_SECONDS (default 1800, validated) plus one
whole-request retry (--retry 1 --retry-all-errors).
nightly-backup.sh: steps no longer abort the run via set -e. Each
step is attempted, prints ok/FAILED/skipped, failures are collected
and the script exits non-zero at the end; status always prints.
Adds COLD_STORE_BIN / EXPORT_TURSO_BIN test seams.

Walkthrough
The Turso exporter now supports a configurable dump timeout and one retry after transport failure. The nightly backup script now attempts later steps after a failure, reports each step’s outcome, and exits non-zero if any step fails.

Summary
Turso dump timeout and retry pkgs/cold-store-reaper/scripts/export-turso.sh, pkgs/cold-store-reaper/README.md, pkgs/cold-store-reaper/tests/test_export_turso.py
The dump request uses TURSO_DUMP_MAX_TIME_SECONDS, defaulting to 1800 seconds, and retries once on transport errors. Tests check the default timeout, retry option, and a configured timeout value.
The script reports step outcomes, continues after failures, and returns a non-zero exit when any step fails. Tests cover a failed step, a successful run, and a skipped Supabase backup when R2 credentials are missing.

The backup reliability improvements retain small reporting and formatting defects. An explicitly configured zero timeout also removes the dump deadline. These are localized corrections; normal positive timeout settings avoid the stall risk.

Log the exit code in the status failure branch.
The status step does not use run_step. Its failure branch prints nightly-backup: step status: FAILED with no exit status. The other steps print FAILED (exit ${rc}). Because of this, a failing status command loses the exit code that the new per-step diagnostic provides for every other step. The run still exits 1, and status still appears in the FAILED steps summary, so the failure is identified but its exit code is not logged.

Reject 0 in TURSO_DUMP_MAX_TIME_SECONDS, and add a test for it.
The timeout guard accepts 0, but its error message says the value must be a positive integer. The new tests check only the default 1800 and the override 42. No test feeds 0 or another non-positive value, so the suite passes while 0 remains accepted.
In bash, the pattern '' | *[!0-9]* matches only an empty value or a value that contains a non-digit. The value 0 matches neither, so it passes the guard and reaches curl --max-time "${DUMP_MAX_TIME}". Curl's documented semantics treat a zero timeout as no timeout. This was not executed in the sandbox.
Suggested fix
Replace the case guard in pkgs/cold-store-reaper/scripts/export-turso.sh. The pattern ^0*[1-9][0-9]*$ rejects 0 and 00. It keeps leading-zero forms such as 007, which the current guard accepts.

Correct the README claim that the status summary always prints.
The README (pkgs/cold-store-reaper/README.md, changed lines 175-179) says the status summary always prints. cold-store status can fail before it prints any summary line. The documented guarantee is therefore wrong. Change the wording to state that the status step is always attempted, and that its summary prints only when status succeeds. The same claim appears in the header comment of pkgs/cold-store-reaper/scripts/nightly-backup.sh (line 29), so correct it there too.
The failure path is concrete. status calls store.status_data() before it prints anything (cold_store.py:2036). status_data() calls self.db() first (cold_store.py:1824). db() can raise in two ways:
_migrate_ledger_trash() raises ColdStoreError when schema.sql lacks the transfer_ledger definition (cold_store.py:395-396).
sqlite3 errors from sqlite3.connect, executescript, or the queries propagate uncaught.
main() catches only ColdStoreError. It prints the error to stderr and returns 1 (cold_store.py:2138-2140). An uncaught sqlite3 error ends the process with a traceback and exit 1. In either case the nightly script records status as FAILED (nightly-backup.sh:95-101). No summary line is printed.
Operators still get a clear failure signal. The FAILED line and the stderr error are printed. The defect is the documented promise, which the change introduces and which does not hold.

Label the skipped Turso export as skipped, and test that path.
When TURSO_PLATFORM_API_TOKEN is unset, scripts/export-turso.sh prints turso export: skipped (TURSO_PLATFORM_API_TOKEN not set) and exits 0. run_step treats exit 0 as success and prints nightly-backup: step export-turso: ok. The run then ends with nightly-backup: all steps ok. The script header says a missing token is a guarded skip and that each step prints ok, FAILED, or skipped. For a token-less run, the operator sees Turso as ok even though no Turso export ran.
No test covers this path. tests/test_nightly_backup.py never runs nightly without the token, so no test asserts the export-turso step label for that case. tests/test_cold_store.py checks only the exporter's own output and exit code when the token is absent. The stub in test_nightly_backup.py cannot print the skip line, but changing the stub would not fix the gap. run_step cannot distinguish a skip from success because both exit 0.
In tests/test_nightly_backup.py, set TURSO_PLATFORM_API_TOKEN in setUp so the existing ordering test still runs export-turso. Add a test that removes the token from the environment. It should assert return code 0, the skipped line for export-turso, and that export-turso is absent from self.calls().
