Fix-up to #2122: .github/ci-policy.md landed with every backticked inline-code span stripped (heredoc quoting accident during authoring — the backticks were executed as shell command substitutions, surrounding prose survived). This restores the intended file verbatim; content verified byte-identical to the authored source by sha256 before commit. No workflow changes. Refs #1781.
