Summary

• Add an optional per-world resource request for Wasm fuel/memory/message size and native memory/CPU/deadline.
• Resolve requests only beneath the server's hard limits: omitted values inherit and oversized requests clamp; module-size ceilings, import policy, and native enablement remain separate.
• Keep runtime profiles separate from capabilities. This first slice does not persist profiles or mutate already-running instances.

Validation

• Focused runtime-limit tests passed (8 tests), including inheritance, clamping, lower values, invalid limits, and serde defaults.
