Region-sharded worlds now require entity-addressed inputs; source-fenced entities reject later writes. No coordinator or client route is exposed in this phase.

Evidence

• Before: Phase 1 journal scaffolding existed without a program transfer hook or source export path.
• After: cargo test -p id --lib world::tests::tests:: -- --nocapture — 81 passed, 0 failed.

The new input gate is opt-in (region_sharded defaults off); export requires a durable journal and does not change external routes.
