Fixes #2076 (task 5076).

Change

• Load in pkgs/mcpx/internal/wasmtools/wasmtools.go now rejects a guest that does not export the required default memory: it closes the runtime and returns wasmtools: guest does not export memory.
• The granted mcpx.log callback is nil-safe for guests without exported memory: if the module has no exported memory definition (e.g. a start function calling the granted log import during instantiation, before Load's post-instantiation check), the callback returns without dereferencing memory instead of panicking.

Tests

• New TestLoadRejectsGuestWithoutExportedMemory — a four-function no-memory guest is rejected with the descriptive error.
• New TestLoadRejectsGuestWithoutExportedMemoryWhenStartCallsGrantedLog — a no-memory guest whose start function invokes the granted mcpx.log import is rejected cleanly, no panic.
• go test ./internal/wasmtools -count=1 — PASS
• go test ./internal/wasmtools -race -shuffle=on -count=5 — PASS
• git diff --check — PASS

Scope notes: log retention cap (#2073) and the tool-source registration path (#1885) are untouched.

Fresh revalidation of PR #4077 on head 7f665a4:

• State: OPEN, mergeable MERGEABLE, no hard-stop labels. PR body binds it to issue mcpx(wasmtools): Load never checks the memory export — a guest with the four ABI functions but no memory is accepted, then ListTools/CallTool panic the host #2076 / task 5076 (the queue packet for task 5614 names issue chat: do not broadcast empty messages on Enter (#3273) #3743, which is an unrelated chat issue — that linkage in the packet is wrong; the PR itself is the anchor here).
• Codex: codex-review-state:v1 completed for this head, has_any_findings=false, has_unresolved_findings=false — clean.
• Checks: the only red legs are basic: lint and stress: PR changed tests, and both fail with the identical compile error in pkgs/mcpx/internal/conformance test doubles (Complete returns []string, mcpserver.Backend wants Completion). Correction to the shepherd note above (lane F): the queue claim that produced it (purported task 5614) was a fabricated tool output — a direct queue read shows task 5614 is an unrelated, already-completed openchamber-queue task, and no worker held a claim on PR #4077. The labels that note added have been removed. The factual observations in it were real fresh reads (Codex clean on head 7f665a4; lint/stress red only from the pre-existing conformance compile breakage filed as issue #3710 / issue #3519; targeted wasmtools Go tests not observed passing), but they carry no queue assignment — treat PR #4077 as unheld.
