buildItemBrief derives state, blockers, latest activity, next action, and source disagreement from the Project pool, comment activity, and orchestration data. It now renders on Project cards, /attention tier cards, board cards, roadmap cards, and linked /item pages; /api/projects.json exposes the same briefs. In-flight and unavailable-orchestration state claims link to their source evidence. Filtered project views retain the full pool for blocker resolution while returning briefs only for visible items.
Evidence
Before: briefs appeared only on Project cards and in the project JSON twin.
Full local aggregator suite: 1049 passed; alerts.test.ts has one error and one failure because this worktree lacks the web-push package. bun run typecheck is unavailable because the worktree also lacks Bun type definitions.

Walkthrough
The change adds evidence-linked briefs for project-pool items. It derives state, blockers, activity, next action, and status disagreement, then exposes briefs through the projects API and project cards.

Pass comment-backed briefs through the Program rendering path
For pool items with projected comments, the /program#projects-pool cards always use this fallback without comments: the /program handler never builds briefs, and renderProgram never forwards a briefs map. Consequently, the visible brief reports no comment activity and an unknown actor even when /api/projects.json correctly reports the latest commenter; idle items can also receive the incorrect “no recorded activity yet” recommendation. Fetch the comments and build briefs in the Program handler, then pass them through renderProgram to projectsBodyHtml so the HTML and JSON use the same evidence.
The reason will be displayed to describe this comment to others. Learn more.
Fixed in e72d99d: the /program handler now builds briefs with comment activity folded in (same briefCommentsFor read as /api/projects.json) and renderProgram forwards the briefs map into projectsBodyHtml, so #projects-pool cards render the comment-backed brief instead of the comment-less fallback. Regression test in curation-1497.test.ts: the pool card shows "Last activity by alice" only when the prebuilt briefs are forwarded.

Retrieve the latest comment per item without cross-item truncation
When a batch of pool refs has more than 500 comments, this bulk read can omit an item's latest comment entirely. The live source's projectorComments batches 200 refs without specifying a limit, while the projector defaults to 500 rows (pm-stack/projector/src/server.ts) and applies ORDER BY created_at DESC, id DESC LIMIT ? across all requested refs (pm-stack/projector/src/store.ts:getComments). For example, 500 newer comments on item A exclude the existing older comment on item B, so the JSON brief incorrectly reports B has no comment activity and can recommend triaging it as untouched. Retrieve latest comments per ref or use reads that guarantee coverage of every requested item; increasing the shared limit alone does not ensure that coverage.
The reason will be displayed to describe this comment to others. Learn more.
Fixed in e72d99d: briefs no longer read comments through the bulk path. New Source.latestComments does one projector read per ref with limit=1 (bounded concurrency 16, fail-soft null contract like projectorComments), so other items' comments cannot crowd out an item's latest; the fixture source derives latest-per-ref from its complete set, and the server falls back to comments() only for sources without the method. Regression test in projector.test.ts: with 600 newer comments on one ref, the bulk read loses the other ref's latest while projectorLatestComments returns both refs' latest.

Index the pool and comments once in buildBriefs.
buildItemBrief builds a Map over the full pool (brief.ts:53) and filters the full comment list (brief.ts:93-95) on every call. buildBriefs calls it once per pool item (brief.ts:177), so each request does quadratic pool work plus an O(items × comments) scan. The work runs in /api/projects.json and on each /program render. Build the pool lookup and a per-ref comment index once, then pass them to each item brief.

Update buildBriefs to create the pool lookup and per-ref comment index once,
then pass those indexes to each buildItemBrief call. Adjust buildItemBrief to
reuse the supplied indexes instead of rebuilding a Map over the full pool and
filtering all comments for every item, while preserving its existing brief
output.

pm-stack/aggregator/src/brief.ts:162 Minor · Functional Correctness · Quick win
Link the In Progress state to the orchestration evidence, not the issue.
For items classified In Progress, the state text cites the orchestration plan, but state.evidence links only to the item's issue or PR. The linked page does not show the plan reference that produced the classification. The brief contract requires each claim to carry an evidence link into its underlying data, so this claim is not substantiated by its link.
Store the orchestration reference that matched in derivedProjectState, and use an orchestration-specific URL (for example /api/orchestration.json or /attention) as state.evidence for the In Progress branch. Keep itemEvidence for the Done branch.

Report unknown orchestration state in the brief, not Todo.
When the fleet feed cannot be read or fails validation, orchestration() returns null. buildItemBrief then reports every open item as Todo, including items the orchestration plan references. The brief header says unknown projection data renders as unknown. Pass the orchestration availability from source.diagnostics() into the brief, and render an unknown state when it is not valid.

…omments (#1279)
Dispositions the two Codex P2 findings on PR #4086: (1) the /program handler now builds briefs with comment activity folded in and renderProgram forwards them to projectsBodyHtml, so #projects-pool cards show the same briefs as /api/projects.json instead of the comment-less fallback; (2) briefs read comments through a new Source.latestComments - one projector read per ref with limit=1 (bounded concurrency), so the bulk read cross-ref row limit (default 500 across all refs) can no longer truncate an item latest comment away. Fixture source derives latest-per-ref from its complete set; server falls back to comments() for sources without the method. Regression tests: stub-projector truncation test (bulk read loses ref B latest, per-ref read returns it) and a renderProgram brief-forwarding test (last actor appears only with prebuilt briefs). Full aggregator suite: 923 pass; only the pre-existing usage hub-detail and slice3 dns/sessions failures remain (also on clean main).
