SignedArtifact::parsed()'s home_declared arm bounded every field except HomeServer.world_id, which got only an is_empty() check — a 100 KB, whitespace-only, control- or bidi-bearing world_id was accepted, stored, and returned verbatim by ArtifactLog::declared(), and the same endpoint could be listed repeatedly.
Changes (pkgs/id/src/artifact.rs only):
New named bound MAX_WORLD_ID_BYTES = 64 alongside MAX_HOME_SERVERS/MAX_DOCUMENT_BYTES; a world_id must be 1..=64 bytes.
Refuse a whitespace-only world_id, one containing control characters (char::is_control), or one containing format characters (the shared crate::is_format_char predicate — covers bidi U+202E etc., same set as directory name validation).
Refuse a declaration that names the same endpoint twice.
Tests at the parsed() level: ordinary "home" declaration parses; exactly-64-byte world_id parses; 65-byte, whitespace-only, newline-bearing, control-bearing, and bidi-bearing world_ids are refused; distinct endpoints parse, duplicate endpoint refused.
Charset pinning for world_id stays out of scope per the packet (that evidence belongs to the #3232 audit).
Tests: new parsed_home_world_id_is_bounded_and_clean + parsed_home_declaration_refuses_duplicate_endpoints run via CI (cargo tests are not run on the sandbox/laptop under the CI-first policy).

Improvements
New home-server world declarations now reject duplicate endpoint identities, IDs longer than 64 bytes, whitespace-only IDs, and IDs containing control or formatting characters.
Previously saved declarations remain loadable, including those that do not meet the new ID length or duplicate-identity limits.

Walkthrough
Fresh home declarations now enforce world ID bounds and cleanliness rules, and reject duplicate endpoint identities. Stored declarations use replay parsing, which skips the new checks while retaining endpoint validation and the nonempty-ID requirement.
Adds the 64-byte world ID limit. Fresh declarations reject whitespace-only IDs, control or format characters, and repeated endpoint identities, including bare-ID and ticket aliases.
Replay and declaration lookup pkgs/id/src/artifact.rs
Artifact storage and declared use replay parsing for stored declarations. Tests cover the validation rules and replay of a legacy declaration with a 65-byte world ID.
Issue 3231 defines a receipt contract with the same world ID bounds, cleanliness rules, and duplicate endpoint checks.
Merge Risk: Moderate · up to ee4ec
Peers cannot synchronize past a previously accepted home declaration whose world ID exceeds 64 bytes. Establish a trustworthy historical-receipt compatibility rule before merging. Test naming and multibyte coverage are smaller follow-ups.

Full details: Linked Issues check
Explanation
Issue #3187 requirements are implemented in pkgs/id/src/artifact.rs. MAX_WORLD_ID_BYTES names a 64-byte bound. SignedArtifact::parsed() rejects empty, whitespace-only, oversized, control-bearing, and format-bearing world_id values. It rejects repeated endpoint identities, including bare-ID and endpoint-ticket aliases. The added tests exercise ordinary and 64-byte values, each listed invalid value, distinct endpoints, and duplicate endpoints at the parsed() level. Charset pinning is correctly not required because issue #3187 assigns it to the separate #3232 audit.
Full details: Out of Scope Changes check
Explanation
The changes remain within issue #3187 scope. The parsing-mode refactor and replay path preserve previously accepted declarations while applying the new validation to fresh receipts. The replay regression test supports that compatibility behavior. All changes are confined to pkgs/id/src/artifact.rs; no unrelated feature or task is demonstrated.

parsed_home_world_id_is_bounded_and_clean refuses only ASCII input over the limit. The check at pkgs/id/src/artifact.rs:410 compares server.world_id.len(), which counts bytes. A check based on character count would accept "é".repeat(33). That value has 33 characters and 66 bytes. No assertion in this test would fail. Add the case to the refused list so the test detects that regression.

The guideline requires test_ names for Rust tests in pkgs/id/src. The three new tests in artifact.rs do not use it. Renaming them keeps the file consistent with that rule. Tests run the same either way.

Strict receipt refuses home declarations with world_id longer than 64 bytes, which stops peer pulls.
Before this change, a home declaration with a world_id of any non-empty length was accepted on receipt. Directory::receive_artifact now calls the strict parsed() (pkgs/id/src/directory.rs:1380), which rejects world_id values over MAX_WORLD_ID_BYTES (pkgs/id/src/artifact.rs:410-414). The refusal ends the page in apply_page and the pull in pull_within. Later artifacts from that account are not applied, so a peer whose chain contains such a declaration cannot advance past it.
The replay mode that skips the bound is used only when a local log is reopened and in one lookup. It is not used on the receive path, so it does not cover pulled artifacts.
The declaration is signed and cannot be rewritten. Accepting it on receipt needs an explicit historical-receipt rule. Accepting it because a remote peer logged it is not a validation boundary, because the pulling peer has no local check of that claim. A workable rule needs a trusted cutoff that marks the pre-upgrade chain state. The strict bound should still apply to new receipts. Choose that cutoff and its source before changing receive_artifact.

Disposition (queue task 5758, lane D worker, 2026-11-02): finding verified as valid; merge of this PR is held on it — not fixed in this PR, by design.
Verified against this head (ee4ec5e42): Directory::receive_artifact (pkgs/id/src/directory.rs:1380) calls the strict artifact.parsed()?, so a pulled pre-upgrade home_declared entry with a world_id over MAX_WORLD_ID_BYTES refuses the receipt and ends the page/pull, exactly as described. The lenient parsed_for_replay path covers only local log reopen and the declared() lookup — not pulled artifacts.
Why it is not fixed here: as this thread itself states, accepting historical pulled artifacts needs a trusted cutoff and its authoritative source, and peer provenance alone is not a validation boundary. Choosing that cutoff is a contract decision under design #3231 (the #3232 Phase 3 audit is the likely venue), outside issue #3187's pinned scope (bound world_id + refuse duplicates in parsed(), with new receipts strict). Widening receive_artifact to the replay rule inside this PR would silently make provenance a boundary — the failure mode this finding warns against.
Tracked as its own issue: #4459 — "peer pulls halt on pre-upgrade home_declared entries — the #3187 strict receipt needs a trusted historical cutoff for receive_artifact". Queue task 5758 is parked with PR #4432's merge held until #4459's cutoff is decided (or #3231/#3232 rule that strict receipt on pulls is the intended contract, in which case this thread closes as accepted behavior).
The reason will be displayed to describe this comment to others. Learn more.
@dezren39 Understood. The finding remains valid and unresolved. Tracking it in #4459 does not fix the peer-pull failure in this PR.
I agree that receive_artifact must not use parsed_for_replay() merely because a peer supplies historical artifacts. Local replay compatibility does not establish trust for remote receipts.
The next step is the contract decision in #4459:
Define a trusted historical cutoff and its authoritative source, then verify receipt behavior against that rule; or
