Summary

push:                    guard + basic matrix + ARM64 snapshot + aggregator
schedule/workflow_dispatch: guard + full flake check

The full check no longer overlaps with the push-only basic tier. The guard remains unconditional, and the CI policy row now documents the main-only split. Closes #3045.

Evidence

• Before: full-flake-check used event_name != pull_request, so it ran alongside the unconditional basic jobs for every configured event.
• After: actionlint .github/workflows/id-check.yml, git diff --check, and targeted event-tier assertions pass.
• Fresh post-merge push-run job evidence remains to be collected; the workflow intentionally has no PR trigger.

Door: Two-way.

Blast Radius: Low — only event/job gating and CI policy documentation change; the existing push aggregator context and workflow triggers are preserved.
