Closes #2464.

PR #1715 merged (96bfcaa, 2026-10-30) and carried an agent's scratch file to the repository root: get_plan.py, whose entire content is a print() of the agent's internal monologue about pushing. The triage issue #2464 asked for it to be removed before merge; it survived instead, so this removes it from main.

The issue's other two acceptance items were satisfied by the merge itself:

• /api/world/metrics tests exist (admin-token rejection pinned in pkgs/id/src/web/world_ws.rs http_routes_serve_without_a_socket, plus the metrics/histogram coverage), and
• the tracking issue id(world): F11.7 host metrics, Prometheus endpoint and tracing spans #553 is closed, so the PR is not a stale draft any more.

Diff: one file deleted, 5 lines. No code path references get_plan.py.
