Phase 3 of design #3702 (closing audit). Contract statement only — no behaviour change.

What

Adds the #3702 contract statement to the pm-stack/aggregator/src/alerts.ts module header, beside the #3676 design notes: records tell the truth and keep their secrets — a transition is recorded only when its event happened (delivered/escalated require at least one accepted send, gone is not a send); p256dh/auth never leave the server and any HTTP surface projects; preferences are validated as values with per-field fallback to the default.

Why

#3702 named the contract in the design doc; #3703 is the phase that puts it where the next editor of the throat will read it. Phases 1–2 have landed (#3693 via PR #4413, #3686 via PR #4786), so the audit gate is clear.

Verification

• bun test pm-stack/aggregator/test/alerts.test.ts — 34 pass, 0 fail.
• Comment-only diff; git diff is the header block.
• Seam check, dispositions and closing evidence are recorded on Design: delivered means delivered — one truth contract for the aggregator alert throat #3702 (see the audit comment); follow-ups filed separately.
