Codex disposition (queue task 8136): the Codex code review on this PR failed to run — Codex usage limits reached (summary comment 6607511492, status "Failed", and comment 6607512169 stating the usage limit). No review findings were produced: zero PR review comments and zero reviews exist on this head to disposition. This is the same repo-wide Codex limit recorded by earlier lanes today. Doc:
doc/2026-11-03T15-10-56Z_design_task-placement-framework-v1/— placement framework v1 merging all four input investigations:opencode run).metaprovider; Muse Power is not a session pool; ChatGPT plan shared by OpenCode OpenAI routes + Aster/Codex + OpenClaw), burn rules B1–B6 (soonest-expiring first, OpenAI final reserve, known-100% closed, stale read never idles, ≤60-min measurement gate, never PAYG), and supervision cost as the second price of every placement, with falsifiable predictions for the review round.Follow-ups: every buildable item is filed or already tracked (§5 of the doc) — new: #4986 (machine-readable table + placement record, with the design's one PoC gated on this review) and #4988 (unified fleet schedule registry); already tracked: #2232, #2265, #2021, #1029/#2300/#2301/#2302/#2170, #1157/#1149.
Per the program pattern, #2024 stays open for the orchestrator review round — this PR references it and does not close it. No permanent feature is built here.
Refs #2024.
