GET /quota or /api/quota.json
if newest quota measurement is stale (>5m)
queue quota-gatherer.service asynchronously (single-flight)
return current snapshot + refreshing status
POST /quota/refresh
queue the same gatherer path

Adds a visible refreshing marker and manual refresh control. The existing gatherer remains the only provider-fetch path.

Evidence

• Before: fresh current main had no refresh trigger or status.
• After: aggregator suite — 1527 pass, 0 fail; focused quota/nav tests — 70 pass, 0 fail.
• bun run typecheck reports one pre-existing error at src/item-history.ts:58 (GhKind undefined on current main too).

Merge Danger

Door: two-way — revert the PR to remove the trigger and UI control.
